17. dringt aan op de verstrekking van directe humanitaire hulp aan allen die daaraan in Syrië behoefte hebben, met speciale aandacht voor gewonden, vluchtelingen, binnenlandse ontheemden, vrouwen en kinderen; prijst de inspanningen van het Internationaal Comité van het Rode Kruis en de UNRWA in dit opzicht; verlangt van de regering-Assad humanitaire organisaties volledige toegang tot het land te verlenen; benadrukt de noodzaak van betere coördinatie tussen de verschillende actoren die ter plekke actief zijn, zoals lokale autoriteiten, internationale organisaties en ngo's, met inbegrip van coördinatie aan de grens; is van mening dat protocollen inzake bijstand en toezicht aan de grens hierbij een toegevoegde waarde zouden kunnen hebben;
17. Calls for immediate humanitarian assistance for all those in need in Syria, with special regard to the wounded, refugees, internally displaced persons, women and children; commends the efforts of the International Committee of the Red Cross and the UNRWA in this regard; demands that the Assad government allow humanitarian organisations full access to the country; stresses the need to increase cooperation among the various actors operating on the ground, such as local authorities, international organisations and NGOs, including cooperation at the border; considers that assistance protocols and monitoring at the border would bring added value;

7. verwelkomt de veroordeling door en de economische sancties van Turkije tegen het Syrische regime, en de rol die Turkije speelt bij de opvang van vluchtelingen; vraagt de Turkse regering haar beleid voort te zetten en de grenzen voor vluchtelingen open te houden en niet over te gaan tot het gedwongen terugzenden van vluchtelingen, Syrische vluchtelingen voldoende te informeren over hun rechten, toegang tot internationale bescherming en asielprocedures te garanderen, en langetermijnoplossingen aan te bieden aan diegenen die niet naar Syrië terug kunnen of willen, internationale organisaties en ngo's onbelemmerd toegang tot vluchtelingenkampen te geven en haar geografische beperking ten aanzien van het Verdrag betreffende de status van vluchtelingen van 1951 op te heffen;
7. Welcomes the condemnation and economic sanctions by Turkey against the Syrian regime and its role in accepting refugees; calls on the Turkish government to maintain its policy of keeping the borders open for refugees and not to undertake any forced returns, to provide Syrian refugees with adequate information on their rights, to guarantee them access to international protection and asylum procedure and to offer long-term solutions for the remaining people who cannot, or do not wish to, return to Syria, to grant international organisations and NGOs full access to refugee camps and to lift its geographical limitation on the 1951 Convention relating to the Status of Refugees;

(11) Het mandaat van de Hoge Commissaris van de Verenigde Naties voor de Vluchtelingen betreffende vluchtelingen en andere personen die internationale bescherming behoeven, dient geëerbiedigd te worden en er dient gevolg te worden gegeven aan de aan de Slotakte van het Verdrag van Amsterdam gehechte Verklaring nr. 17 ad artikel 63 van het Verdrag tot oprichting van de Europese Gemeenschap, waarin is bepaald dat voor kwesties die verband houden met het asielbeleid, overleg wordt gevoerd met de Hoge Commissaris van de Verenigde Naties voor vluchtelingen en andere terzake bevoegde internationale organisaties.
(11) The mandate of the United Nations High Commissioner for Refugees regarding refugees and other persons in need of international protection should be respected, and effect should be given to Declaration No 17, annexed to the Final Act to the Treaty of Amsterdam, on Article 63 of the Treaty establishing the European Community which provides that consultations are to be established with the United Nations High Commissioner for Refugees and other relevant international organisations on matters relating to asylum policy.
