Algemene context: De speciale taskforce investeringen in de EU (lidstaten, Europese Commissie, Europese Investeringsbank) werd gezamenlijk geleid door de Europese Commissie en de Europese Investeringsbank (EIB) en bestond uit vertegenwoordigers van alle lidstaten van de EU. De taskforce werd in september opgericht op verzoek van de ministers van Economische Zaken en Financiën van de EU en kreeg als opdracht concrete maatregelen te bepalen om investeringen te bevorderen, onder meer een pijplijn van potentieel levensvatbare projecten van Europees belang die op korte en middellange termijn kunnen worden gerealiseerd.
Background: The Special task force (Member States, European Commission, European Investment BankB) on investment in the EU was jointly led by the European Commission and the European Investment Bank (EIB) and included representatives of all EU Member States. It was set up in September at the request of EU Economic and Finance Ministers and was mandated to identify concrete actions to boost investment, including a pipeline of potentially viable projects of European relevance to be realised in the short and medium term.

The importance the EU attaches to its cooperation with the TMC is shown by the fact that for the period 1992-1996 the total financial contribution of the Union (financial protocols, EIB loans and regional cooperation) amounted to approximately 4,5 billion ECUs, while the proposed financial contribution for the period 1995-1999 amounts to 11 billion ECUs (5,5 from the EU budget and 5,5 as EIB loans).
