Ingeval van een negatief advies van het MED-comité is de Commissie verplicht de zaak aan de Raad voor te leggen, die 30 dagen de tijd heeft om verzet aan te tekenen.
In the event of an unfavourable opinion by the MED committee, the Commission is required to refer the matter to the Council, which may oppose it within a deadline of 30 days.

Er werden nog andere wijzigingen aangebracht op de oorspronkelijke tekst van de verordening, hetgeen leidde tot vereenvoudiging van de procedures, met name door invoering van de raadpleging van het MED-comité in het stadium van de strategiedocumenten en de jaarlijkse controle op de structurele aanpassingsfaciliteiten.
Other innovations have been made to the original text of the regulation with a view to simplifying procedures, particularly by providing for consultation of the MED committee at the stage of the strategy papers and the annual monitoring of the structural adjustment facilities.

The Council also confirmed the agreement already reached in the Permanent Representatives Committee on 13 September concerning other aspects of the Presidency compromise, namely, the principle of the inclusion of a multiannual reference amount still to be fixed , the need for an opinion from the MED Committee on strategy documents, the improvement of on-the-spot coordination between the Commission and the Member States, the principle of an annual meeting of the MED Committee to discuss implementation of Structural Adjustment Facilities and an agreement in principle on a mechanism for release of dormant commitments ("sunset clause") that the Commission undertook to apply to all external aid programmes as of the 2001 budget, the future examination in the more general context of the effectiveness of the Union's external aid of the possibility of entrusting the execution of certain projects to national agencies.

Volgens het voorstel zal de Commissie ten eerste niet langer voorstellen voor afzonderlijke projecten aan het MED-comité voorleggen, maar indicatieve programma's en jaarlijkse financieringsplannen.

Het komt er ook op aan om : - de rol van de bestaande comités (EOF, ALA en MED) verder te ontwikkelen bij de bespreking en de bijstelling van de communautaire strategieën per land of per regio ; in die context dient de aanpassing van de regels inzake de werking van de comités te worden bestudeerd ; - de coördinatie van de aanpak van de Gemeenschap en van de Lid-Staten per land en per regio in de passende instanties te versterken ; - de Directeuren-Generaal regelmatig te doen bijeenkomen zodat er een informele discussie op gang kan komen over de kwesties van gemeenschappelijk belang, in het bijzonder over het toezicht op het coördinatie- en complementariteitsproces.
It is also important to: - expand the role of the existing Committees (EDF, ALA, MED) in the examination and updating of the Community's country or regional strategies; in this context the question of amending the rules governing the operation of these Committees should be studied; - improve coordination of the Community's and the Member States' country and regional approaches within the appropriate bodies; - schedule regular meetings of Directors-General for informal discussion of questions of common interest and in particular the follow-up to the coordination and complementarity process.

Naar aanleiding van de goedkeuring door het Comité Med op 5 juli zal de EG 43 miljoen ecu (ongeveer 50 miljoen USD) ter beschikking stellen.
Following the approval given by the EC Member States Committee (5 July), the EC will contribute ECU 43 million (approximately 50 million USD).
