a.Step-up support to HRDs, including those working for economic, social and cultural rights, through a systematic and comprehensive approach, by: raising cases of HRDs at-risk during high-level visits, including sector-specific missions; continuing to support and cooperate with UN and regional mechanisms for the protection of HRDs; enhancing support for multilateral initiatives on HRDs and civil society space, including at UN General Assembly and the UN Human Rights Council and increasing burden sharing and sharing of best practices among MS with regard to HRD protection.

B. overwegende dat Maleisië een actief lid is van het Forum voor economische samenwerking Azië-Stille Oceaan (APEC), de Organisatie van Islamitische Samenwerking (OIS), de Beweging van niet-gebonden landen (NAM), de Aziatische Ontwikkelingsbank (ADB), de Economische en Sociale Commissie voor Azië en het Stille Oceaan-gebied van de VN (UNESCAP), het plan van Colombo ter bevordering van de economische en sociale ontwikkeling in regio Azië-Stille Oceaan, de Voedsel- en Landbouworganisatie van de VN (FAO), de Ontmoeting Azië-Europa (ASEM) en het Oost-Aziatische groeigebied Brunei Darussalam - Indonesië - Maleisië - Filippijnen (BIMP-EAGA); overwegende dat Maleisië eveneens lid is van de Wereldhandelsorganisatie (WTO) sinds de oprichting ervan in 1995, en lid is van onder andere de "Groep van 77" (G77) ontwikkelingslanden, de "Developing Eight" (D-8), de G15 en de Mensenrechtenraad van de VN (2010-2013);
B. whereas Malaysia is an active member of the Asia-Pacific Economic Cooperation (APEC) forum, the Organisation of Islamic Cooperation (OIC), the Non-Aligned Movement (NAM), the Asian Development Bank (ADB), the UN Economic and Social Commission for Asia and the Pacific (Unescap), the Colombo Plan promoting economic and social development in the Asia-Pacific region, the UN Food and Agriculture Organisation (FAO), the Asia-Europe Meeting (ASEM)), and the Brunei Darussalam-Indonesia-Malaysia-Philippines East Asian Growth Area (BIMP-EAGA); whereas Malaysia has also been a member of the World Trade Organisation (WTO) since its establishment in 1995, and is a member of the Group of 77 (G77) developing countries, the Developing Eight (D-8), the G15 and the UN Human Rights Council (2010-2013), among others;

China heeft als permanent lid van de VN-Veiligheidsraad en lid van de Mensenrechtenraad in het bijzonder tot taak om de drie pijlers van de VN te ondersteunen, namelijk mensenrechten, vrede en veiligheid, en ontwikkeling.
As a permanent member of the UN Security Council and a member of the Human Rights Council, China has a particular duty to support the three pillars of the UN, namely Human Rights, Peace and Security, and Development.

24. benadrukt dat het belangrijk is de standpunten van de EU-lidstaten te coördineren en de samenhang, zichtbaarheid en geloofwaardigheid van EU-maatregelen in de VN-Mensenrechtenraad op te voeren; spreekt zijn waardering uit voor de oprichting van het directoraat Mensenrechten en democratie binnen de EDEO en dringt er bij de VV/HV op aan ervoor te zorgen dat door de nieuwe regelingen het vermogen van de EU toeneemt om regio-overschrijdend invloed uit te oefenen en met landen van andere blokken samen te werken aan gemeenschappelijke initiatieven; is van mening dat heldere normen moeten worden opgesteld voor het lidmaatschap van de Mensenrechtenraad van de VN en dat landen waar de mensenrechten veelvuldig worden geschonden geen lid van dit orgaan mogen worden; moedigt de EDEO en de VV/HV aan maatregelen te nemen om de versmelting van de voormalige delegaties van Raad en Commissie in Genève zo spoedig mogelijk definitief af te ronden;
24. Stresses the need to coordinate the positions of EU Member States and increase the coherence, visibility and credibility of EU action in the UN HRC; welcomes the establishment of the Directorate for Human Rights and Democracy in the EEAS system and urges the VP/HR to ensure that the new arrangements increase the EU's capacity for cross-regional outreach and cooperation with countries from other blocs on common initiatives; takes the view that clear membership criteria in the UN HRC should be established and that countries where human rights violations are frequent and widespread should not be allowed to become members of this body; encourages the EEAS and the VP/HR to take action to finalise as soon as possible the merger of the former Council and Commission delegations in Geneva;

23.
