Het besluit strekt tot de instelling van een militaire commando- en controlestructuur, het militair plannings- en uitvoeringsvermogen (’Military Planning and Conduct Capability’ – MPCC) binnen de Militaire Staf van de EU (EUMS), deel van de Europese Dienst voor extern optreden (EDEO), om steun te geven aan de directeur van het MPCC (die ook directeur-generaal van de EUMS is) in zijn rol als operationeel commandant bij niet-uitvoerende*militaire EU-operaties.
It establishes a military command and control structure, the Military Planning and Conduct Capability (MPCC) within the EU Military Staff (EUMS)part of the European External Action Service (EEAS), to provide support to the Director of the MPCC (who is also Director-General of the EUMS) in his role as operations commander for non-executive*EU military operations.

Notes with regret that, ten years after the first autonomous EU-led military operation, the EU still does not possess a permanent military planning and conduct capability, and deplores the inhibiting effect this is having on the EU’s ability to respond to acute crises; recalls that the current arrangements, which require ad hoc activation of a national headquarters, constitute a purely reactive approach and do not provide resources for the necessary advance planning;
