Calls for an EU-level structured communication campaign to be launched, making use of the cases of former European ‘foreign fightersʼ who have successfully undergone deradicalisation and whose traumatic experiences help expose the deeply perverse and fallacious religious dimension of joining terrorist organisations such as ISIS; encourages Member States, therefore, to develop platforms enabling face-to-face meetings and dialogue with former fighters; emphasises furthermore that contact with victims of terrorism also seems to be an effective means of stripping radical rhetoric of its religious or ideological significance; suggests that this campaign be used as a tool to assist in the deradicalisation process in prisons, schools and all establishments focusing on prevention and rehabilitation; further calls on the Commission to support, particularly through funding, and coordinate such national communication campaigns;

Deze acties beogen eveneens samenwerking bij terrorismebestrijding en bij niet-proliferatie van massavernietigingswapens en steun aan regionale en nationale strategieën ten behoeve van ontwapening, demobilisatie, herintegratie en wederinschakeling om bij te dragen aan de herintegratie van oud-strijders (ook de kindsoldaten) en de stabilisering van de situatie na afloop van de conflicten.
These actions also target cooperation in the fight against terrorism and the non-proliferation of weapons of mass destruction, as well as support for regional and national strategies for disarmament, demobilisation, reintegration and reinsertion in order to contribute to the reintegration of ex‑combatants – including child soldiers – and stabilisation of post-conflict situations.

The potential beneficiaries of the operations under the draft Regulation are uprooted people in the developing countries of Asia and Latin America and persons from one of these countries provisionally settled in another developing country and, in duly justified, exceptional cases, other refugees, displaced persons, returnees, the local population of host territories particularly affected and certain former soldiers.
