14. is verheugd over de persmededeling van de VN-Veiligheidsraad van 18 april 2013 over Syrië; vraagt de leden van de VN-Veiligheidsraad, met name Rusland en China, in overeenstemming met hun verantwoordelijkheid te handelen en een einde te maken aan het geweld en de repressie tegen de Syrische bevolking, onder meer door een resolutie van de VN-Veiligheidsraad op basis van de persmededeling van de VN-Veiligheidsraad van 18 april 2013 aan te nemen; roept de VV/HV ertoe op alles in het werk te stellen om de aanneming van een resolutie van de VN-Veiligheidsraad te bewerkstelligen door stevige diplomatieke druk uit te oefenen op zowel Rusland als China; vraagt de EU in de VN-Veiligheidsraad in nauwe samenwerking met de VS, Turkije en de Arabische Liga verder alle mogelijkheden in het kader van de "verantwoordelijkheid om te beschermen" te onderzoeken om het Syrische volk te helpen en een einde te maken aan het bloedvergieten; vraagt dat de VN-Veiligheidsraad de situatie in Syrië voor een formeel onderzoek naar het Internationaal Strafhof verwijst; steunt ten volle de werkzaamheden van de onafhankelijke onderzoekscommissie in verband met de situatie in Syrië, en is ingenomen met het geactualiseerde verslag;
14. Welcomes the UN Security Council’s press statement of 18 April 2013 on Syria; calls on the UN Security Council members, in particular Russia and China, to uphold their responsibility to put an end to the violence and repression against the Syrian people, including by adopting a UNSC resolution based on the UNSC press statement of 18 April 2013; calls on the VP/HR to do her utmost to secure the adoption of a UNSC resolution, exerting effective diplomatic pressure on both Russia and China; calls on the EU to continue to explore within the UNSC all options within the Responsibility to Protect (R2P) framework, in close cooperation with the US, Turkey and the League of Arab States, in order to assist the Syrian people and to halt the bloodshed; calls for a referral by the UNSC of the situation in Syria to the International Criminal Court for a formal investigation; strongly supports the work of the Independent Commission of Inquiry on the situation in Syria and welcomes the updated report;
