De laatste zes punten werden besproken ter definitieve oriëntering van de Commissie: beoordeling en bevordering; loopbaanstructuur; tijdelijk personeel; ombudsdienst; flexibele pensionering en algemene herziening van het personeelsstatuut.
The last six issues were discussed for final orientation of the Commission: appraisal and promotion; career structure; non-permanent staff; mediation service; flexible retirement and general review of the Staff Regulations.

(2) Op 20 december keurde de Commissie een ontwerpverordening goed over wijzigingen van het personeelsstatuut en houdende tenuitvoerlegging van regels voor beoordeling en bevordering, met de bedoeling het ontwerp voor advies voor te leggen aan het Interinstitutioneel Comité voor het statuut.

17. Is deeply concerned that the Joint Undertaking has not yet adopted all the rules implementing the Staff Regulations; notes with concern that the working space currently made available is insufficient and impedes its staff from operating in reasonable conditions; is deeply concerned that the working space conditions are having a negative impact on the Joint Undertaking’s efforts to fill all the available posts and reduce the vacancy rate; observes with concern that the working space conditions were cited by its employees as one of the major difficulties and concerns in a recent survey amongst the Joint Undertaking’s staff; asks the Commission and the Director of the Joint Undertaking to present a report to the discharge authority detailing the reasons of the delay on the implementation of the staff regulations and on the situation concerning the working conditions;

87. verzoekt om een gewijzigde begroting ter dekking van de achterstand en de respectievelijke salarisaanpassingen indien het Hof van Justitie zich uitspreekt ten gunste van de salarisaanpassing zoals bepaald in het Personeelsstatuut; wijst op een aantal kleinere bijkomende besparingen voortvloeiend uit de vaststelling van het Personeelsstatuut die nog niet in de ontwerpbegroting waren verwerkt; wacht voor nadere details op het voorstel van de Commissie voor nota van wijzigingen nr. 2/2014; vraagt om deze besparingen voortvloeiend uit het Personeelsstatuut te gebruiken voor de komende achterstanden, indien het Hof van Justitie zich uitspreekt ten gunste van de salarisaanpassing; verzoekt de Commissie nota van wijzigingen nr. 2/2014 tijdig aan het Parlement en de Raad toe te zenden, zodat tijdens de begrotingsprocedure 2014 rekening kan worden gehouden met de inhoud van deze nota;
87. Requests an amending budget to cover the backlog and the respective salary adjustments, should the Court of Justice rule in favour of the salary adaptation prescribed by the Staff Regulations; notes that there are minor additional savings as a result of the adoption of the Staff Regulations which were not yet integrated in the draft budget; awaits the Commission's proposal for the Letter of amendment No 2/2014 with exact details; asks to redeploy those savings from the Staff Regulations for the upcoming backlog, should the Court of Justice rule in favour of the salary adaptation; asks the Commission to send the Letter of amendment No 2/2014 in due time to Parliament and the Council in order to reflect the Letter's content in the 2014 budgetary procedure;

19. is verheugd dat de uitvoerend directeur van het Bureau, nadat het voormalige hoofd van de juridische dienst in juni 2012 het Bureau heeft verlaten en als „senior counsel” is gaan werken bij een in de VS gevestigd advocatenkantoor dat enkele farmaceutische bedrijven als klant heeft, een evaluatie heeft laten verrichten van diens werk als hoofd van de juridische dienst, voorzitter van de Gemengde Commissie, voorzitter van de Tuchtcommissie en lid van de Raadgevende Commissie voor aankopen en overeenkomsten; wijst erop dat er geen bewijs van belangenverstrengeling of schending van de verplichtingen uit hoofde van de artikelen 11 en 11bis van het personeelsstatuut kon worden gevonden; is ermee ingenomen dat de uitvoerend directeur het voormalige hoofd van de juridische dienst, overeenkomstig artikel 16 van het personeelsstatuut, enkele beperkingen van de activiteiten van het voormalige hoofd heeft opgelegd voor een periode van twee jaar na zijn vertrek bij het Geneesmiddelenbureau; verzoekt het Bureau de kwijtingsautoriteit gedetailleerde informatie over deze beperkingen te verstrekken;
19. Welcomes the fact that after the former Head of the Legal Service left the Agency in June 2012 to join a US-based law firm having a number of pharmaceutical industry companies as clients as senior counsel, the Executive Director of the Agency launched a review of his work as Head of the Legal Service, Chair of the Joint Committee, Chair of the Disciplinary Committee and as a member of the Advisory Committee on Procurement and Contracts; acknowledges that no evidence of conflicts of interest nor breach of obligations provided in Articles 11 and 11a of the Staff Regulations could be identified; welcomes the fact that in accordance with Article 16 of the Staff Regulations, the Executive Director imposed some restrictions to the activities of the former Head of Legal Service for a period of two years following his leaving the Agency; calls on the Agency to provide the discharge authority with detailed information on those restrictions;
