In haar advies kan de Commissie met name rekening houden met de in vergelijking met voorgaande jaren geboekte vooruitgang, het aandeel van de voor het eerst uitgezonden produkties in het programma-aanbod, bijzondere omstandigheden waarin nieuwe omroeporganisaties zich bevinden en de specifieke situatie van landen met een geringe audiovisuele produktiecapaciteit of een beperkt taalgebied.
The Commission may take account in its opinion, in particular, of progress achieved in relation to previous years, the share of first broadcast works in the programming, the particular circumstances of new television broadcasters and the specific situation of countries with a low audiovisual production capacity or restricted language area.
