Calls on the Commission and the Member States to explicitly recognise the invaluable contribution made by informal carers; urges the Member States to put in place and maintain targeted support measures for carers and the voluntary sector, in the interests of providing more personal, quality and cost-effective measures, e.g. measures enabling reconciliation of work and family life, facilitating better cooperation and coordination between informal and formal care providers, and ensuring appropriate social security policies and training for carers; calls on the Commission and the Member States to develop a coherent framework for all types of care leave; calls on the Commission to propose a directive on carers’ leave, in line with the subsidiarity principle as set out in the Treaties;

Welcomes, in this context, the Ibero-American Convention on Social Security, and proposes providing a possibility for further Member States to join this Convention, alongside Portugal and Spain, as a platform for European coordination; stresses that while bilateral agreements between EU Member States and third countries may provide for better social security protection, they make it difficult for third-country nationals moving between countries in the EU to be aware of their social security rights; welcomes, therefore, the Commission’s proposal for establishing an EU mechanism for the exchange of best practice and information on social security coordination, and proposes that the existing bilateral national agreements be collected, processed and made available in a transparent manner by the Commission; calls on the Commission to provide guidance for Member States entering into any bilateral agreement, so that to ensure more uniform application across the EU, on a basis of respect for both the EU Social Security Coordination and the ILO Social Security Conventions;

Stresses the impact which China, as the biggest exporting country, has on the world economy and the responsibility which this entails to comply with minimum social standards; welcomes the efforts made by Chinese central and local government in this area; emphasises that a comprehensive law complying with all international standards, on social security and health care, and strict and efficient monitoring of compliance with legislation on employment conditions, are indispensable; points out that sustainably funding a stable social security and healthcare system that generates the same benefits in all of the country’s provinces is one of the biggest challenges for the Chinese government; stresses in this connection the Social Security Reform Cooperation Project between the EU and China, which aims to give Chinese citizens access to adequate and affordable social insurance;

„ondernemings- of sectoriële regelingen inzake sociale zekerheid”: regelingen die niet vallen onder Richtlijn 79/7/EEG van de Raad van 19 december 1978 betreffende de geleidelijke tenuitvoerlegging van het beginsel van gelijke behandeling van mannen en vrouwen op het gebied van de sociale zekerheid en tot doel hebben aan de werknemers of zelfstandigen uit een onderneming, een groep ondernemingen, een tak van de economie of één of meer bedrijfstakken omvattende sector, prestaties te verstrekken in aanvulling op de prestaties uit hoofde van de wettelijke regelingen op het gebied van de sociale zekerheid of in de plaats daarvan, ongeacht of aansluiting bij deze regelingen verplicht is of vrijwillig.
‘occupational social security schemes’: schemes not governed by Council Directive 79/7/EEC of 19 December 1978 on the progressive implementation of the principle of equal treatment for men and women in matters of social security whose purpose is to provide workers, whether employees or self-employed, in an undertaking or group of undertakings, area of economic activity, occupational sector or group of sectors with benefits intended to supplement the benefits provided by statutory social security schemes or to replace them, whether membership of such schemes is compulsory or optional.

2. Niettegenstaande artikel 2, lid 2, kunnen de lidstaten bepalen dat de vaststelling, in ondernemings- en sectoriële regelingen inzake sociale zekerheid, van een toetredingsleeftijd of van een leeftijd voor het verkrijgen van het recht op pensioen- of invaliditeitsuitkeringen, inclusief de vaststelling van verschillende leeftijden voor werknemers of voor groepen of categorieën werknemers, in de ondernemings- en sectoriële regelingen inzake sociale zekerheid, en het gebruik, in het kader van die regelingen, van leeftijdscriteria in de actuariële berekeningen, geen discriminatie op grond van leeftijd vormt, mits dat niet leidt tot discriminatie op grond van geslacht.
2. Notwithstanding Article 2(2), Member States may provide that the fixing for occupational social security schemes of ages for admission or entitlement to retirement or invalidity benefits, including the fixing under those schemes of different ages for employees or groups or categories of employees, and the use, in the context of such schemes, of age criteria in actuarial calculations, does not constitute discrimination on the grounds of age, provided this does not result in discrimination on the grounds of sex.
