The Galileo public regulated service (PRS) should also be offered free of charge to the following PRS participants, within the meaning of Article 2 of Decision No 1104/2011/EU of the European Parliament and the Council of 25 October 2011 on the rules for access to the public regulated service provided by the global navigation satellite system established under the Galileo programme: Member States, the Council, the Commission, the European External Action Service ("EEAS") and duly authorised Union agencies.

The Commission has presented to the European Parliament and the Council a proposal for a decision which aims at defining the rules of access to the Public Regulated Service (hereinafter PRS), a service of the Galileo programme restricted to government-authorised users and involving sensitive applications which require a high level of service continuity.

(6) With regard to the general principles of access to the PRS, given the actual purpose of the service and its characteristics, its use must be strictly limited , with Member States, the Council, the Commission and the European External Action Service granted discretionary, unlimited and uninterrupted access worldwide.

Studies hebben overigens aangetoond dat de financiële gevolgen van de PRS-dienst voor het ontwerp en de apparatuur van het totale GALILEO-systeem praktisch te verwaarlozen zijn wat betreft het ruimtesegment. Moreover, studies have shown the impact of the cost of the governmental service on the design and equipment of the GALILEO system as a whole is almost insignificant as far as the space segment is concerned. The only additional costs generated by the governmental service are those connected with its operational management.

Dankzij de concessionering van de infrastructuur is het mogelijk de beheerskosten van de PRS-dienst zoveel mogelijk in evenwicht te brengen met de door deze dienst gegenereerde inkomsten.
Moreover, the award of the concession for infrastructure will make it possible to obtain the best possible balance between management costs for the governmental service and the revenue it yields.

De PRS-signalen worden permanent uitgezonden op andere frequenties dan die voor de open, zuivere satellietdiensten van Galileo, zodat de PRS-dienst beschikbaar blijft wanneer de open dienst lokaal wordt onderbroken.

Until now, in its negotiations with the Americans, the Commission has put forward the scenario that the United States will not be able to jam one of the planned PRS signals because it will be overlaid on one of the future military GPS signals and it is not possible to selectively jam one of two signals overlaid on a single frequency band with the same modulation. As explained in point3.3 hereabove, the modulation used for the overlay would enable Galileo to transmit a much more "robust" and reliable signal. As a result, the United States would not be able to selectively jam Galileo PRS users. A political agreement on the cooperation necessary between the two radionavigation systems is required in preparation for a crisis or in the event of a crisis.
