Bij schrijven van 8 september 2000 deed de Commissie haar mededeling aan de Raad, het Europees Parlement, het Raadgevend Comité EGKS, het Economisch en Sociaal Comité en het Comité van de regio's over het verstrijken van het EGKS-verdrag - financiële activiteiten na 2002 toekomen aan het Parlement (COM(2000) 518 - 2001/2095(COS)).

8. VERZOEKT de Commissie om de bruikbare bepalingen uit het EGKS-Verdrag in haar energiebeleid op te nemen, met name de voortzetting van de steun tot na het aflopen van dit Verdrag voor de onderzoeksactiviteiten op kolen- en staalgebied die bijdragen aan de verwezenlijking van de doelstellingen voor het energiebeleid zoals vastgesteld in het Witboek (zie het memorandum van het Raadgevend Comité EGKS betreffende de aspecten die verband houden met het aflopen van het EGKS-Verdrag in 2002 (1).
8. INVITES the Commission to incorporate into its Energy Policy those provisions of the ECSC Treaty which have proved their value, notably the support for coal and steel research - even beyond the expiry of the ECSC Treaty - since this research contributes to the objectives assigned to energy policy in the White Paper (see Memorandum of the Consultative Committee on matters linked to the expiry of the ECSC Treaty in 2002 (1)).

De Commissie stelt zich op het standpunt dat de interventies van de IRI en de staat ten gunste van het Ilva-concern alleen kunnen worden toegestaan indien de Commissie een beschikking houdende ontheffing geeft, hetgeen conform artikel 95 van het EGKS-Verdrag instemming, bij eenstemmigheid bepaald, van de Raad en Raadpleging van het Raadgevend Comité EGKS vereist.
The Commission therefore took the view that the financial support for the Ilva group from IRI and the Italian Government could be authorized only though the adoption by the Commission of an exemption decision which, in accordance with Article 95 of the ECSC Treaty, would require the unanimous assent of the Council and consultation of the ECSC Consultative Committee.
