In order to propose a fair share between Member States of the overall amount that will be allocated to the national envelope, and of the amount transferred into our rural development policy, we have actually been using three different criteria: areas under wine on the basis of all the available historical data that we have; secondly, the production in terms of volume on the basis of historical averages; and, thirdly, expenditure, on the basis of an historical average, except for Bulgaria and Romania where the budgetary requirements calculated within the framework of adhesion were used, as those were the only reliable figures that we could use.
