De Overeenkomst inzake politieke dialoog en samenwerking tussen de Europese Gemeenschap en haar lidstaten, enerzijds, en de Republiek Costa Rica, de Republiek El Salvador, de Republiek Guatemala, de Republiek Honduras, de Republiek Nicaragua en de Republiek Panama, anderzijds (hierna „de overeenkomst”), is ondertekend op 15 december 2003, onder voorbehoud van sluiting op een later tijdstip.
The Political Dialogue and Cooperation Agreement between the European Community and its Member States, of the one part, and the Republics of Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama, of the other part (‘the Agreement’), was signed on 15 December 2003, subject to its conclusion at a later date.

De Overeenkomst inzake politieke dialoog en samenwerking tussen de Europese Gemeenschap en haar lidstaten, enerzijds, en de Republiek Costa Rica, de Republiek El Salvador, de Republiek Guatemala, de Republiek Honduras, de Republiek Nicaragua en de Republiek Panama, anderzijds, wat betreft artikel 49, lid 3, wordt hierbij goedgekeurd namens de Unie (2).
The Political Dialogue and Cooperation Agreement between the European Community and its Member States, of the one part, and the Republics of Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama, of the other part, is hereby approved on behalf of the Union, as regards Article 49(3) thereof (2).

For the purposes of this Agreement, ‘the Parties’ shall mean the Community, its Member States or the Community and its Member States, within their respective areas of competence, as derived from the Treaty establishing the European Community, on the one hand, and the Republics of Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama, on the other, in accordance with their respective spheres of competence.

By letter of 22 December 2003 the Council consulted Parliament, pursuant to Article 300(3), first subparagraph of the EC Treaty, on the proposal for a Council decision on the conclusion of a Political Dialogue and Cooperation Agreement between the European Community and its Member States, of the one part, and the Republics of Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama (COM(2003)677 – 2003/0266(CNS)).
