Proposes that these inspections apply to each port that has significant maritime traffic and are not the result of an average obtained at national level – otherwise two categories of port will be created: the ‘strict’ ports and the ‘tolerant’ ports. The definition of ‘significant maritime traffic’ should be based on two indicators, one relating to the volume of traffic (for example 50 vessels per month) and one relating to the quantity of dangerous and polluting cargo being carried;
