Is concerned that smuggling, particularly cigarette smuggling, remains a major problem for the EU and results in the loss of significant resources from national and EU budgets; welcomes the Action Plan drawn up by the Commission to combat the smuggling of cigarettes and alcohol along the EU's Eastern border, as well as the renewal of customs cooperation with China and Russia at the end of 2010 and the Strategic Framework for Customs Cooperation endorsed with both countries;

[18] Volgens artikel 3 van het Protocol tegen de smokkel van migranten over land, over de zee en in de lucht betekent "smokkel van migranten": "het bewerkstelligen, teneinde rechtstreeks of indirect een financieel of ander materieel voordeel te behalen, van de illegale binnenkomst van een persoon in een verdragsluitende staat waarvan de betrokkene geen onderdaan of ingezetene is".
[18] Art. 3 of the Protocol against the Smuggling of Migrants by Land, Sea and Air stipulates that "smuggling of migrants" means "the procurement, in order to obtain, directly or indirectly, a financial or other material benefit, of the illegal entry of a person into a State Party of which the person is not a national or a permanent resident".
