Is concerned at the increase in poverty among all age groups; notes that poverty and social exclusion among 18- to 64-year-olds have increased significantly in two thirds of the Member States in recent years, mainly because of rising levels of jobless or low-work-intensity households and in-work poverty; notes that the risk of poverty and social exclusion in 2012 was much higher (48,8 %) for third-country nationals (aged 18 to 64) than for EU nationals; calls on the Commission and the Member States to take urgent action to deliver on the EU 2020 goal on poverty and social exclusion; urges the Commission and the Member States to take immediate action to fight child poverty, given that in 2011 27 % of children aged under 18 were at risk of poverty or social exclusion; calls on the Commission to issue recommendations, especially to the Member States with the highest proportions of under-18s at risk of poverty or social exclusion;

1. Calls on the Commission to boost the involvement of organised civil society, of all stakeholders (such as NGOs, social economy organisations, service providers, experts in social innovation and the social partners) and of people living in poverty themselves – in partnership with the associations within which they freely express their opinions, and which have acquired experience and knowledge, particularly through the development of national platforms against poverty and social exclusion in each Member State – in the development of a European strategy at all levels of governance (European, national, regional and local); calls on the Commission to enhance cooperation between local, regional and national authorities and the EU institutions, including Parliament; believes that synergies should involve all stakeholders, including SMEs and businesspeople; calls for discussions with people living in poverty and social exclusion to be extended at national level, and for their participation and their contribution to the annual convention on poverty and social exclusion to be made a formal and central part of that convention, and calls for appropriate and regular follow-up of the recommendations thereby developed;

16. vraagt de Commissie nader aan te geven onder welke begrotingslijnen het platform valt, onder andere ten opzichte van het ESF en in het licht van haar bijdrage aan dit kerninitiatief, door middel van het financieren van de als politieke prioriteiten aan te merken preventie van schooluitval en bestrijding van armoede onder kinderen, vrouwen, ouderen en arbeidsmigranten, alsmede aan te geven wat de omvang van de daarvoor toegekende middelen is; vraagt de Commissie aan te geven welke voorstellen op het gebied van de bestrijding van armoede en sociale uitsluiting zij voornemens is te doen in het meerjarig begrotingskader 2014-2020, teneinde te zorgen voor de adequate financiering van de initiatieven ter bestrijding van armoede en sociale uitsluiting; vraagt de Commissie aan te geven welke financiële steun nodig is voor de overeengekomen thematische prioriteiten, alsook om de lidstaten aan te sporen de maatschappelijke actoren die op nationaal niveau betrokken zijn bij de nationale hervormingsprogramma's, het kerninitiatief „Europees platform tegen armoede” en de nationale strategieën voor sociale bescherming en sociale inclusie financieel te steunen; adviseert de voortzetting en extra budgettaire ondersteuning van Europese programma's waarmee kan worden bijgedragen aan de diverse aspecten van de bestrijding van sociale uitsluiting, armoede en sociaaleconomische ongelijkheden, met inbegrip van de ongelijkheden op gezondheidsgebied (kaderprogramma onderzoek, programma Progress);
16. Calls on the Commission to identify more precisely the budget lines relevant to the Platform and the level of appropriations allocated to them, particularly as regards the ESF and its contribution to this flagship initiative through the funding of political priorities such as preventing early school leaving and addressing poverty among children, women, the elderly and migrant workers; calls on the Commission to set out its proposals for combating poverty and social exclusion in the 2014-2020 multiannual financial framework, so as to ensure adequate funding of the initiatives launched to combat poverty and social exclusion; calls on the Commission to identify the financial support needed for agreed thematic priorities, and to ask the Member States to provide financial support for the civil society actors involved, at national level, in the national reform programmes, the Flagship Platform and the national strategies for social protection and social inclusion; recommends pressing ahead with, and providing increased funding for, European programmes which can contribute to various aspects of the fight against social exclusion, poverty and social and economic inequality, including health inequality (such as the research Framework Programme and the Progress programme);

Sociale uitsluiting: Sociale uitsluiting is een proces waarbij bepaalde individuen naar de rand van de samenleving worden gedreven zodat ze er niet volledig aan kunnen deelnemen op grond van hun armoede, onvoldoende basiscompetenties en mogelijkheden tot levenslang leren of als gevolg van discriminatie. Social exclusion: Social exclusion is a process whereby certain individuals are pushed to the edge of society and prevented from participating fully by virtue of their poverty, or lack of basic competencies and lifelong learning opportunities, or as a result of discrimination. This distances them from job, income and education opportunities as well as social and community networks and activities.

Many non-governmental organisations at the European level have experience and expertise in fighting social exclusion, as well as acting at European level as the advocates of people who are exposed to social exclusion; they can therefore make an important contribution to understanding the diverse forms and effects of social exclusion and to ensuring that the design, implementation and follow-up of the programme take account of the experience of people exposed to social exclusion;

Veel niet-gouvernementele organisaties op lokaal, regionaal, nationaal en Europees niveau hebben ervaring en deskundigheid op het gebied van de bestrijding van sociale uitsluiting, en treden ook op verschillende niveaus op als de pleitbezorgers van mensen die het slachtoffer zijn van sociale uitsluiting. Niet-gouvernementele organisaties en lokale en regionale overheden beschikken ook over een rijke ervaring en kennis als leiders van gemeenschappen en hoofdparticipanten in de partnerschappen voor plaatselijke reconstructie en in hun adviserende en stimulerende capaciteiten. Many non-governmental organisations at various levels (local, regional, national and European) have experience and expertise in fighting social exclusion, as well as acting at the various levels as the advocates of people who are victims of social exclusion; local and regional authorities also have a wealth of experience and knowledge as community leaders and key players in partnerships in this field; non-governmental organisations and local and regional authorities can therefore make an important contribution to understanding the diverse forms and effects of social exclusion, endeavouring to make the action to be taken as effective as possible, from the design, implementation and follow-up stages to the assessment of the programme, taking account of the experience of people exposed to social exclusion.
