Considers the current fiscal crisis in the euro area – with 13 out of the 16 Member States failing to comply today with the SGP criteria, the ECB predictions that by 2011-2012 no member state will be able to comply, along with the extensive and systematic speculative attacks against national bonds – as a clear sign of the important shortcomings of the current EU economic coordination policy which relies mainly on fiscal consolidation and surveillance; underlines that in order to restore enable job creation and achieve the objective of sustainable economic development and social cohesion, full priority should also be given to dealing with persistent and significant macroeconomic imbalances and competitiveness divergences within the euro area; welcomes, in this respect, the recognition of this necessity by the Commission in its communication on economic policy coordination;

18. ziet de uitdaging die wordt gesteld door een betere beheersing van speculatieve activiteiten op korte termijn en de destabiliserende effecten die deze vertegenwoordigen, is van mening dat de opkomende landen zichzelf moeten beschermen door over te gaan tot een interne liberalisatie, die gepaard gaat met een doeltreffend toezicht alvorens zij overgaan tot een externe liberalisatie van het kapitaalverkeer, en zo nodig de Chileense benadering na te volgen door te verlangen dat niet-rentedragende deposito's evenredig zijn aan buitenlands kapitaal bij binnenkomst om de looptijd van externe obligaties te verlengen;
18. Acknowledges the challenges posed by better control over short-term speculation and the destabilising effects it represents; takes the view that it is for emerging countries to protect themselves through domestic liberalisation accompanied by effective supervision, before proceeding with external liberalisation of capital movements, and, should it be necessary, to imitate the Chilean approach of requiring non-interest bearing deposits to match foreign capital on entry in order to promote the longer maturities of external obligations;
