Tijdens de eerste lezing heeft het Parlement een aantal amendementen aangenomen, namelijk de verplichting van de vlaggenstaat om controleurs en inspecteurs op te leiden en de capaciteit te ontwikkelen om ontwerpen voor de bouw en uitrusting van schepen te beoordelen, goed te keuren en toe te laten, de verplichting van de lidstaat om zich ervan te vergewissen dat schepen aan de toepasselijke internationale regelgeving voldoen en over documenten beschikken die dat aantonen - wanneer het geen nieuw schip betreft, neemt de lidstaat contact op met de vorige vlaggenstaat van het schip en verzoekt hij deze om de overdracht van de nodige documenten en gegevens – en de verplichting om een vlootgegevensbank voor schepen te onderhouden waarin de belangrijkste technische bijzonderheden van elk schip zijn opgenomen, met inbegrip van informatie over niet-naleving van IMO-bepalingen.
At the time of first reading, Parliament adopted some amendments. These included the obligation for the flag state to ensure that inspectors and investigators have the correct training and to create capacities for assessment, approval and authorisation of ship and equipment building, the obligation for Member States to obtain documentary evidence of ships’ compliance with international standards – if a ship is not newly built, the Member State is obliged to liaise with the previous flag state and ask it to pass on the necessary documents and data – and the maintenance of a fleet database, which must include the main technical information on each ship, including infringements of IMO conditions.

5. De organisatie, evenals de inspecteurs en het technisch personeel dat zij in dienst heeft, verrichten hun werkzaamheden zonder op enigerlei wijze afbreuk te doen aan de intellectuele-eigendomsrechten van scheepswerven, leveranciers van scheepsuitrusting of rederijen, met inbegrip van octrooien, licenties, knowhow of enigerlei andere vorm van kennis die op communautair of nationaal niveau rechtsbescherming geniet; onverminderd het bepaalde in artikel 17 zijn noch de organisatie, noch de inspecteurs of het technisch personeel dat zij in dienst heeft hoe dan ook gerechtigd commercieel relevante gegevens die zij in het kader van hun inspectie-, verificatie- of controlewerkzaamheden met betrekking tot nieuwe schepen of schepen waaraan reparaties zijn verricht hebben verkregen, over te dragen of te verspreiden.
5. The organisation, its inspectors and its technical staff will carry out their work without in any way harming the intellectual property rights, including patents, licences, know-how or any other kind of knowledge whose use is legally protected at Community or national level, of shipyards, equipment suppliers and shipowners. Under no circumstances, and without prejudice to Article 17 of the Directive, will either the organisation or the inspectors and technical staff whom it employs pass on or divulge commercially relevant data obtained in the course of their work of inspecting, checking and monitoring ships under construction or repair.

4 bis. De organisatie, evenals de inspecteurs en het technisch personeel dat zij in dienst heeft, verrichten hun werkzaamheden zonder op enigerlei wijze afbreuk te doen aan de intellectuele-eigendomsrechten van scheepswerven, leveranciers van scheepsuitrusting of rederijen, met inbegrip van octrooien, licenties, knowhow of enigerlei andere vorm van kennis die op communautair of nationaal niveau rechtsbescherming geniet; onverminderd het bepaalde in artikel 17 zijn noch de organisatie, noch de inspecteurs of het technisch personeel dat zij in dienst heeft hoe dan ook gerechtigd commercieel relevante gegevens die zij in het kader van hun inspectie-, verificatie- of controlewerkzaamheden met betrekking tot nieuwe schepen of schepen waaraan reparaties zijn verricht hebben verkregen, over te dragen of te verspreiden.
4a. De lidstaten moeten deze regels op effectieve en uniforme wijze implementeren, met name door de procedures en praktijken voor de inspecties in de havens en de technische controles van de toestand van de schepen te harmoniseren en door voldoende inspecteurs aan te stellen, omdat het aantal werkelijk gecontroleerde schepen zal stijgen van 700 in 1999 tot meer dan 6.000 zodra de voorstellen van de Commissie van kracht worden.
Member States must implement these rules effectively and uniformly, notably by approximating the procedures and practices applying to inspection in ports and technical checks on the condition of ships; they must also recruit a considerable number of inspectors, since the number of ships posing a risk actually checked, some 700 in 1999, should increase to 6 000 when the Commission proposals enter into force.
