Op 1 januari 2005 is de Overeenkomst inzake textiel en kleding van de WTO afgeschaft, met inbegrip van alle beperkingen voor de invoer van textiel die daaruit voortvloeiden.
The WTO Agreement on Textiles and Clothing and all of its restrictions on imports of textiles and clothing were repealed on 1 January 2005.

Om zich op deze ontwikkeling voor te bereiden heeft de Commissie begin 2004 een Groep op hoog niveau voor de textiel- en kledingsector in het leven geroepen, bestaande uit vertegenwoordigers van de Commissie en het Europees Parlement, enkele lidstaten, ondernemers, handelaars en importeurs, Europese brancheorganisaties, vakverenigingen en vertegenwoordigers van plaatselijke organisaties uit de textiel- en kledingsector. De groep heeft tot taak gekregen aanbevelingen te formuleren om de concurrentiepositie en de aanpassing van de bedrijfstak aan de nieuwe uitdagingen te verbeteren.
In preparation, the Commission set up a High Level Group for textiles and clothing at the beginning of 2004. The Group comprised representatives of the Commission and the European Parliament, some Member States, industrialists, retailers and importers, European trade associations, trade unions and representatives of local textile and clothing associations, and its mandate was to put forward recommendations in order to improve the sector's competitiveness and facilitate its adjustment to future challenges.

In dit verband worden vezels die gerecycleerd materiaal bevatten gedefinieerd als vezels die afkomstig zijn van afval vóór consumptie (met inbegrip van polymeer- en vezelproductieafval, snijdsels van textiel- en kledingfabrikanten) en van afval na consumptie (textiel en allerlei vezel- en textielproducten, evenals niet-textiel afval waaronder petflessen en visnetten).
In this context, fibres that contain a recycled content are defined as fibres originating from pre-consumer waste (including polymer and fibre production waste, cuttings from textile and clothing manufacturers) and post-consumer waste (textile and all kind of fibre and textile products, as well as non-textile waste including PET drinking bottles and fishing nets).

Deze productengroep omvat geen textiel dat met biociden is behandeld, behalve ingeval de desbetreffende biociden zijn opgenomen in bijlage IA bij Richtlijn 98/8/EG van het Europees Parlement en de Raad , ingeval de biocide eigenschappen aan het textiel toevoegt voor de directe bescherming van de volksgezondheid (bijv. biociden die zijn toegevoegd aan netten en kleding van textiel ter afstoting van muggen en vlooien, mijten of allergenen) en ingeval de werkzame stof is goedgekeurd voor het bedoelde gebruik overeenkomstig bijlage V bij Richtlijn 98/8/EG.
This product group will not include textiles treated with biocidal products, except where those biocidal products are included in Annex IA to Directive 98/8/EC of the European Parliament and of the Council , where this substance confers to the textiles additional properties directly aiming at protecting human health (e.g. biocidal products added to textile nets and clothing to repel mosquitoes and fleas, mites or allergens) and where the active substance is authorised for the use in question according to Annex V to Directive 98/8/EC.
