Deplores the failure of the EU to move towards speedy ratification if the momentum and the strong leadership shown by the EU on this issue in the past are to be maintained; in this context, endorses the conclusions of the June 1999 Cologne European Council, which emphasise the desire of the European Union to fulfil the commitments undertaken in Kyoto and to press vigorously for the creation of conditions for speedy ratification of the Kyoto Protocol under the Action Plan adopted in Buenos Aires; also welcomes the fact that the Communication highlights the importance of reaching agreement on a timetable and a target date for simultaneous ratification of the Protocol by Member States; asks therefore that the Council, at its next environment meeting on 12 October 1999, request its Ad Hoc Group on climate change to prepare a timetable of actions required for early ratification by the Member States and the EU institutions in early 2000;
