Overeenkomstig bijlage IV, deel B bewerkstelligen de lidstaten door middel van het in artikel 11 van Richtlijn 2000/60/EG bedoelde maatregelenprogramma, de omkering van trends die een significant schaderisico opleveren voor de kwaliteit van de aquatische of terrestrische ecosystemen, de menselijke gezondheid of voor het rechtmatig gebruik, feitelijk of potentieel, van het watermilieu, teneinde verontreiniging geleidelijk te verminderen en te voorkomen dat de toestand van het grondwater achteruitgaat.
2. Member States shall, in accordance with Part B of Annex IV, reverse trends which present a significant risk of harm to the quality of aquatic ecosystems or terrestrial ecosystems, to human health, or to actual or potential legitimate uses of the water environment, through the programme of measures referred to in Article 11 of Directive 2000/60/EC, in order progressively to reduce pollution and prevent deterioration of groundwater.

(7) Dergelijke maatregelen moeten een hoog beschermingsniveau voor het milieu, met name het watermilieu, waarborgen, zoals in het witboek van de Commissie Strategie voor een toekomstig beleid voor chemische stoffen is bevestigd.
(7) As confirmed by the Commission White Paper on the strategy for a future Chemical Policy, appropriate measures concerning detergents should ensure a high level of environmental protection, especially of the aquatic environment.
