Definition: A depressive episode, which may be prolonged, arising in the aftermath of a schizophrenic illness. Some schizophrenic symptoms, either positive or negative , must still be present but they no longer dominate the clinical picture. These depressive states are associated with an increased risk of suicide. If the patient no longer has any schizophrenic symptoms, a depressive episode should be diagnosed (F32.-). Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Niettegenstaande het bepaalde in de leden 1 en 2, kan de Raad op voorstel van de Commissie beslissen om aan internationale of regionale organisaties toegang te verlenen tot het DIS, voorzover, indien dienstig, daarbij met die organisaties een protocol wordt gesloten overeenkomstig artikel 7, lid 3, van de Overeenkomst tussen de lidstaten van de Europese Unie met betrekking tot de toepassing van informatica voor douanedoeleinden.
3. Notwithstanding the provisions of paragraphs 1 and 2, the Council, acting on a proposal from the Commission, may decide to permit access to the CIS by international or regional organizations, provided that, where relevant, a protocol is at the same time concluded with those organizations in conformity with Article 7 (3) of the Convention between Member States of the Community on the use of information technology for customs purposes.

6.6. Op korte termijn is het noodzakelijk het verzamelen, de uitwisseling en het verwerken van informatie te verbeteren door toepassing van de nieuwe instrumenten zoals deze zijn neergelegd in Verordening (EG) nr. 515/97 van de Raad van 13 maart 1997 betreffende wederzijdse bijstand tussen de administratieve autoriteiten van de lidstaten en de samenwerking tussen deze autoriteiten en de Commissie met het oog op de juiste toepassing van de douane- en landbouwvoorschriften (9), Verordening (Euratom, EG) nr. 2185/96 van de Raad van 11 november 1996 betreffende de controles en verificaties ter plaatse die door de Commissie worden uitgevoerd ter bescherming van de financiële belangen van de Europese Gemeenschappen tegen fraudes en andere onregelmatigheden (10) en Verordening (EG, Euratom) nr. 2988/95 van de Raad van 18 december 1995 betreffende de bescherming van de financiële belangen van de Europese Gemeenschappen (11), waarin een beleid van administratieve sancties ten aanzien van overtredingen van het Gemeenschapsrecht is opgenomen evenals de SID-overeenkomst betreffende het gebruik van informatica op douanegebied (12), die moet worden geratificeerd teneinde de strafrechtelijke vervolging van ernstige fraude bij het douanevervoer mogelijk te maken.
6.6. In the short term it is vital to boost detection and exchange/act on information more, by putting into practice new legal instruments such as Council Regulation (EC) No 515/97 of 13 March 1997, on mutual assistance between the administrative authorities of the Member States and cooperation between the latter and the Commission to ensure the correct application of the law on customs and agricultural matters (9); Council Regulation (Euratom, EC) No 2185/96 of 11 November 1996, concerning on-the-spot checks and inspections carried out by the Commission in order to protect the European Communities' financial interests against fraud and other irregularities (10); Council Regulation (EC, Euratom) No 2988/95 of 18 December 1995, on the protection of the European Communities' financial interests, which sets out administrative measures and penalties for irregularities with regard to Community law (11), and the CIS Convention on the use of information technology for customs purposes (12), which should be ratified with a view to cracking down on serious transit fraud.
