Appeals to Croatia and its neighbours to engage actively in the resolution of outstanding bilateral issues in accordance with international commitments and the principles of good neighbourly relations and regional cooperation; welcomes, in this regard, the steps taken by the Government of Croatia and the Government of Serbia to improve relations, and looks forward to an intensification of their cooperation; welcomes the signing of a Memorandum of Understanding between Slovenia and Croatia on finding a solution to the Ljubljanska Banka case in a constructive manner; welcomes the ratification of the Accession Treaty by the Parliament of Slovenia; recalls that issues of a bilateral nature must not be used to impede the integration processes of current or future applicant countries; in this context, urges all Member States to ratify Croatia’s Accession Treaty on time;

Welcomes the conclusion of the accession negotiations with Croatia, bringing to an end almost six years of negotiation and several years of preparation that have significantly altered the country's socio-political, economic and cultural landscape; stresses the need to keep up the reform momentum and considers that this process is not complete, but should continue with the same vigour and hard work after the conclusion of the negotiations and beyond accession; is confident that the positive results of this process will strengthen support for EU membership among Croatia's citizens, and their trust in it, and will encourage people to participate in the EU referendum and support the Accession Treaty; supports the signing of the Accession Treaty and calls on EU Member States to complete its ratification in a timely manner; looks forward to receiving parliamentary observers from Croatia;

3. wijst erop dat de Republiek Kroatië met de bekrachtiging van het Toetredingsverdrag tevens geacht wordt alle wijzigingen te hebben bekrachtigd die op het moment van bekrachtiging van het Toetredingsverdrag door Kroatië open staan voor bekrachtiging of goedkeuring door de lidstaten volgens artikel 48 VEU, te weten de wijziging van artikel 136 VWEU en mogelijkerwijs tevens de voorgenomen protocollen met betrekking tot de door Ierland gevraagde garanties en de derogatie van Tsjechië;
3. Points out that by ratifying the Accession Treaty the Republic of Croatia is also deemed to have ratified any amendments to the Treaties open for ratification or approval by the Member States, pursuant to Article 48 TEU, at the time of its ratification of the Accession Treaty, namely the amendment to Article 136 TFEU and possibly also protocols that are envisaged concerning guaranties requested by Ireland and a derogation for the Czech Republic;

21. Will continue to follow closely the process which will lead to Romania's accession in January 2007 and calls on the Commission to keep it regularly informed of the extent to which the Romanian authorities honour the commitments given in the accession treaty, particularly as regards the fight against corruption, the environment, the field of justice and home affairs and competition; stresses that it approves the accession treaty on condition that the Council and the Commission fully involve it in the decision-making in the event that the safeguard clauses contained in the accession treaty were to be used in the context of Romania's accession;

De lidstaten nemen de nodige maatregelen om ervoor te zorgen dat de referentieniveaus voor projectactiviteiten, zoals omschreven in latere op grond van het UNFCCC of het Protocol van Kyoto genomen besluiten, welke worden ondernomen in landen die een toetredingsverdrag met de Unie hebben ondertekend, volledig voldoen aan het acquis communautaire, met inbegrip van de tijdelijke ontheffingen als bepaald in dat toetredingsverdrag.
1. Member States shall take all necessary measures to ensure that baselines for project activities, as defined by subsequent decisions adopted under the UNFCCC or the Kyoto Protocol, undertaken in countries having signed a Treaty of Accession with the Union fully comply with the acquis communautaire, including the temporary derogations set out in that Treaty of Accession.

Rekening houdend met het feit dat overeenkomstig het Toetredingsverdrag van 2003, de toetreding van de nieuwe lidstaten plaatsvindt op 1 mei 2004, dient deze verordening vóór de toetredingsdatum volgens de procedures van het Toetredingsverdrag te worden aangepast, om de verordening in de nieuwe lidstaten toepasselijk te maken.
Taking into account the fact that, according to the Treaty of Accession of 2003, the accession of the new Member States is to take place on 1 May 2004, this Regulation should be adapted, by the date of accession, according to the procedures provided for by that Treaty, in order to make it applicable to the new Member States.
