Omschrijving: Ontstaat als een verlate of verlengde reactie op een stressveroorzakende gebeurtenis of situatie (van korte of lange duur) van een buitengewoon bedreigende of catastrofale aard, die bij vrijwel iedereen grote angst zou veroorzaken. Predisponerende factoren, zoals persoonlijkheidstrekken (b.v. compulsieve, asthene) of een voorgeschiedenis van neurotische ziekte, kunnen de drempel voor de ontwikkeling van het syndroom verlagen of zijn verloop verergeren, maar zijn noodzakelijk noch voldoende om het optreden ervan te verklaren. Definition: Arises as a delayed or protracted response to a stressful event or situation (of either brief or long duration) of an exceptionally threatening or catastrophic nature, which is likely to cause pervasive distress in almost anyone. Predisposing factors, such as personality traits (e.g. compulsive, asthenic) or previous history of neurotic illness, may lower the threshold for the development of the syndrome or aggravate its course, but they are neither necessary nor sufficient to explain its occurrence. Typical features include episodes of repeated reliving of the trauma in intrusive memories ( flashbacks ), dreams or nightmares, occurring against the persisting background of a sense of numbness and emotional blunting, detachment from other people, unresponsiveness to surroundings, anhedonia, and avoidance of activities and situations reminiscent of the trauma. There is usually a state of autonomic hyperarousal with hypervigilance, an enhanced startle reaction, and insomnia. Anxiety and depression are commonly associated with the above symptoms and signs, and suicidal ideation is not infrequent. The onset follows the trauma with a latency period that may range from a few weeks to months. The course is fluctuating but recovery can be expected in the majority of cases. 5. Onverminderd lid 6, onder a), b) en c), mag de lidstaat van aansluiting voorafgaande toestemming niet weigeren als de patiënt overeenkomstig artikel 7 recht op de betrokken zorg heeft en als deze zorg op zijn grondgebied niet kan worden verleend binnen een termijn die medisch verantwoord is, op basis van een objectief medisch oordeel over de gezondheidstoestand van de patiënt, de voorgeschiedenis en het te verwachten verloop van zijn ziekte, de mate van pijn en/of de aard van zijn handicap op het tijdstip waarop het verzoek om toestemming is ingediend of opnieuw is ingediend.
5. Without prejudice to points (a) to (c) of paragraph 6, the Member State of affiliation may not refuse to grant prior authorisation when the patient is entitled to the healthcare in question in accordance with Article 7, and when this healthcare cannot be provided on its territory within a time limit which is medically justifiable, based on an objective medical assessment of the patient’s medical condition, the history and probable course of the patient’s illness, the degree of the patient’s pain and/or the nature of the patient’s disability at the time when the request for authorisation was made or renewed.
