Deplores the late start to the work of the IHRC, which should be playing a central role in coordinating reconstruction; is disappointed at the lack of information concerning its operation and effectiveness, and calls on the Commission, as a member of the IHRC, to intervene with a view to speeding up the implementation of the latter's mandate and reviewing its operation and to submit a report to Parliament on the IHRC's activities, its use of resources and the proportion of the funds pledged at the New York conference that has actually been committed to reconstruction;

Deze verordening komt in de plaats van Verordening (EG, Euratom) nr. 99/2000 van de Raad van 29 december 1999 betreffende bijstand aan de partnerstaten in Oost-Europa en Centraal-Azië (10), Besluit 98/381/EG, Euratom van de Raad van 5 juni 1998 betreffende een financiële bijdrage van de Gemeenschap aan de Europese Bank voor Wederopbouw en Ontwikkeling ten behoeve van het Fonds Inkapseling Tsjernobyl (11) en Besluit 2001/824/EG, Euratom van de Raad van 16 november 2001 betreffende een tweede financiële bijdrage van de Europese Gemeenschap aan de Europese Bank voor Wederopbouw en Ontwikkeling ten behoeve van het Fonds Inkapseling Tsjernobyl (12); deze instrumenten dienen derhalve te worden ingetrokken.
This Regulation replaces Council Regulation (EC, Euratom) No 99/2000 of 29 December 1999 concerning the provision of assistance to the partner States in Eastern Europe and Central Asia (10), Council Decision 98/381/EC, Euratom of 5 June 1998 concerning the Community contribution to the European Bank for Reconstruction and Development for the Chernobyl Shelter Fund (11), and Council Decision 2001/824/EC, Euratom of 16 November 2001 on a further contribution of the European Community to the European Bank for Reconstruction and Development for the Chernobyl Shelter Fund (12). Those instruments should therefore be repealed.

Voltooien van de behandeling van reeds ingediende verzoeken voor wederopbouw van huizen vóór april 2004. Wederopbouw van alle huizen waarvoor een positief besluit is afgegeven vóór april 2005. 2. wijst erop dat er dringend behoefte is aan meer duidelijkheid over de omstandigheden en diverse kwesties in verband met de wederopbouw van Irak; onderstreept dat nu de VN bij de wederopbouw is betrokken, de EU de mogelijkheid moet overwegen om er in partnerschap met de VN actief aan deel te nemen, aangezien zij zich ertoe heeft verplicht bij de politieke en economische wederopbouw van Irak een significante rol te spelen; benadrukt dat het belangrijk is dat de EU-lidstaten gemeenschappelijke doelstellingen bepalen met betrekking tot de actie die in Irak nodig is, waarbij zij met name moeten focussen op specifieke zwakke punten als het democratische deficit, het gezondheidsstelsel, de media en de civiele maatschappij; verzoekt de Commissie met betrekking tot een mogelijke toekomstige EU-financiering voor de wederopbouw van Irak de inzet te overwegen van alle beschikbare flexibiliteitsinstrumenten en van de noodhulpreserve, overeenkomstig het Interinstitutioneel Akkoord;

Points out the urgent need for further clarification on the conditions and issues surrounding the reconstruction of Iraq; underlines the fact that now that the UN is involved in reconstruction, the EU should consider the possibility of actively participating in partnership with the UN given the fact that the EU has committed itself to playing a significant role in the political and economic reconstruction of Iraq; stresses the importance of the EU's Member States reaching common objectives as to what is to be done in Iraq and, in particular, to focus on specific weaknesses such as the democratic deficit, the health system, the media, and civil society; with regard to possible future EU financing for the reconstruction of Iraq, urges the Commission to consider the use of all the available flexibility instruments/the emergency aid reserve in accordance with the IIA (Inter-Institutional Agreement);

20. verzoekt de Commissie met een voorstel voor een herziene verordening inzake herstel en wederopbouw te komen om te zorgen voor een snelle en flexibele financiering van dergelijke maatregelen in de post-crisisfase, in de breedste zin, ook met betrekking tot veiligheid en goed bestuur; is van mening dat deze herziene verordening flexibele en snelle procedures moet inhouden voor de toekenning van middelen en de goedkeuring van projecten en programma's, waarbij rekening moet worden gehouden met het specifieke en problematische karakter van projecten en programma's voor wederopbouw en herstel; merkt op dat deze middelen voor wederopbouw en herstel niet uit de aan ECHO toegewezen kredieten voor noodhulp betrokken mogen worden; is van mening dat de vrijmaking van middelen uit de begrotingslijn voor wederopbouw en herstel moet verlopen via een trigger-mechanisme - dat in werking wordt gesteld zodra er een crisis uitbreekt - om te waarborgen dat er snel voldoende middelen beschikbaar zijn;
20. Asks the Commission to present a proposal for a revised regulation on rehabilitation and reconstruction in order to ensure rapid and flexible funding of such measures in the post-crisis phase, in its broadest sense, including security and good governance; feels that this revised regulation should contain flexible fast-track procedures for disbursement of funds and approval of projects and programmes that take into account the specific and difficult nature of reconstruction and rehabilitation projects and programmes; notes that these funds for rehabilitation and reconstruction should not be taken from the emergency aid budget allocated to ECHO; feels that funding from the reconstruction and rehabilitation line should be released through a trigger mechanism – that would come into operation once a crisis erupts – in order to ensure sufficient and rapid availability of funds;

* in postconflictsituaties: EG-bijstand concentreren op consolidering van de vrede en conflictpreventie, voornamelijk door programma's voor herstel en wederopbouw, kindgerelateerde maatregelen voor herstel en wederopbouw, programma's voor demobilisatie, ontwapening en reïntegratie, en programma's ter ondersteuning van verzoeningsprocessen;
