IN-CONTEXT TRANSLATIONS

– gezien de ervaringen van de vorige zittingsperiode, de nieuwe bepalingen van het Verdrag van Lissabon, die op 1 december 2009 in werking traden en die een nieuw institutioneel evenwicht bewerkstelligen, en de gemeenschappelijke visie die op 27 januari 2010 is bereikt tussen de Werkgroep van het Europees Parlement voor de herziening van het kaderakkoord en de kandidaat-voorzitter van de Commissie,
– having regard to the experience gained during the last legislative term, to the new provisions of the Lisbon Treaty, which entered into force on 1 December 2009 and which establishes a new institutional balance, and to the common understanding reached on 27 January 2010 between the European Parliament Working Party on the revision of the Framework Agreement and the President-elect of the Commission,

1. is van mening dat het voorstel van de Commissie een prijzenswaardig initiatief is en verklaart zich bereid om middels zijn vertegenwoordigers deel te nemen aan de werkzaamheden van de interinstitutionele werkgroep; overweegt evenwel dat "de gemeenschappelijke benadering" niet volledig voldoet aan zijn verwachtingen inzake het bereiken van een inter-institutioneel akkoord; merkt op dat dit geen beletsel vormt voor de ontwikkeling van andere vormen van vergelijk als resultaat van de activiteiten van werkgroep,

Considers that the Commission's proposal is a commendable initiative and is prepared to take part in the proceedings of the interinstitutional working group through its representatives, but considers that the 'common approach' falls short of its expectations of achieving an interinstitutional agreement; notes that this does not rule out the development of other forms of understanding as an outcome of the work of the working group;

1. verwelkomt de intentie van de Commissie om een internationale dialoog te stimuleren over de toekomst van de agentschappen van de Europese Unie en hun plaats in het Europees bestuur; is er van overtuigd dat de tijd nu is aangebroken om een beslissing te nemen over de algemene richting die het Europees bestuur moet nemen en vindt een interinstitutionele werkgroep een haalbare structuur voor het constructief en op resultaat gericht debat dat voor dit doel nodig is; onderstreept dat alle belangrijke actoren op institutioneel en wetgevend gebied, evenals vertegenwoordigers van de begrotingsautoriteit moeten participeren in deze werkgroep om positieve resultaten te waarborgen;
1. Welcomes the Commission's intention to stimulate an interinstitutional dialogue on the future of European Union agencies and their place in European governance; is convinced that the time has come to decide on the general direction European governance should take and considers an interinstitutional working group a viable structure for the constructive and output oriented debate that is necessary for this purpose; underlines that all major actors from the institutional and legislative sphere as well as representatives of the budgetary authority have to participate in this working group to guarantee satisfactory results;

noodzakelijk achten dat de nationale autoriteiten voor de gegevensbescherming (uit hoofde van Richtlijn 95/46/EG) alsook van hun Europees institutioneel netwerk, "Werkgroep artikel 29", noodzakelijk bij de uitwerking van alle bestuursrechtelijke maatregelen met betrekking tot de gegevensbescherming verplicht worden geraadpleegd;
consider that there is a need for compulsory consultation of national data protection authorities (pursuant to Directive 95/46/EC) and of their EU institutional network, the "Article 29 Working Party", during the preparation of any regulatory or administrative measures dealing with data protection;

De werkgroep zal zich vooral buigen over wetgeving en institutioneel kader, interoperabiliteit, OO, menselijke hulpbronnen, toepassingen en evaluatie van afzetmogelijkheden.
