De specifieke prijsregulering die van toepassing is op wholesaleroamingdiensten houdt in dat in de Unie een algeheel plafond voor een samengesteld product geldt, waartoe ook andere toegang tot wholesaleroaming- en interconnectie-inputs kunnen behoren, waaronder met name inputs die aan nationale of eventueel grensoverschrijdende regulering zijn onderworpen.
