— vu la communication de la commissaire Ferrero-Waldner à la Commission intitulée "Mettre en œuvre et promouvoir la politique de voisinage" (SEC(2005)1521),

11. vraagt de instellingen van de EU om een nieuwe programmeerbare en voorspelbare financiële pan-Afrikaanse enveloppe samen te stellen met middelen van het Europees Ontwikkelingsfonds (EOF), de thematische instrumenten voor ontwikkelingssamenwerking (DCI) en de fondsen van het Europese nabuurschapsbeleid (European Neighbourhood Policy Instrument, ENPI), teneinde de invoering van deze nieuwe gemeenschappelijke strategie te financieren en te steunen;
11. demande aux institutions de l'Union de créer une nouvelle enveloppe financière panafricaine, programmable et prévisible, alimentée par le Fonds européen de développement (FED), les instruments thématiques de l'ICD et les fonds de l'instrument de la politique européenne de voisinage (IPEV) afin de financer et de soutenir la mise en œuvre de cette nouvelle stratégie conjointe;
