31. wijst erop dat een groot deel van de onregelmatigheden te wijten is aan complexe eisen en regelgeving; benadrukt dat het aantal onregelmatigheden bij de tenuitvoerlegging van cohesieprogramma's kan worden teruggebracht door het beheer en de procedures te vereenvoudigen, door de onlangs aangenomen betreffende richtlijnen snel om te zetten, en door de administratieve capaciteit, met name in de minder ontwikkelde regio's, te versterken; benadrukt derhalve dat de administratieve lasten voor begunstigden, bij het waarborgen van de noodzakelijke controles op de rechtmatigheid van de besteding van ESIF-middelen, zo beperkt mogelijk moeten worden gehouden, alsook dat gestreefd moet worden naar optimalisering en verbetering van de flexibiliteit van de beheers- en controlesystemen en dat er behoefte is aan een sterkere focus op risicobeoordeling en correcte toekenning van verantwoordelijkheden van alle autoriteiten, terwijl er tegelijkertijd geen sprake is van ondermijning van het vaststellen van sterkere controleprocedures om onregelmatigheden efficiënter te voorkomen en, bijgevolg, om financiële correcties, alsook onderbrekingen en opschortingen van betalingen te vermijden; maakt zich zorgen over de lage uitbetalingspercentages uit de financiële instrumenten aan de begunstigden, met name met het oog op de doelstelling om het gebruik van deze instrumenten te verhogen; vraagt in dit verband de lidstaten, de beheersautoriteiten en andere relevante belanghebbenden die met deze financiële instrumenten werken om volledig gebruik te maken van de technische bijstand die wordt verleend via het Technisch adviesplatform voor financiële instrumenten (Financial Instruments - Technical Advisory Platform (FI-TAP)) en het fi-compass;
31. fait observer que les irrégularités sont largement dues à la complexité des exigences et des réglementations; souligne qu'une simplification de la gestion et des procédures ainsi qu'une transposition rapide des directives récemment adoptées en la matière et un renforcement de la capacité administrative, notamment des régions les moins développées, permettraient de réduire le nombre d'irrégularités dans la mise en œuvre des programmes de cohésion; souligne par conséquent qu'il est essentiel de réduire au maximum les charges administratives qui incombent aux bénéficiaires dans le cadre des contrôles nécessaires du bien-fondé de l'affectation des ressources des Fonds ESI, ainsi que de s'attacher à optimiser et à accroître la souplesse des systèmes de gestion et de contrôle, à mettre davantage l'accent sur l'évaluation des risques et l'attribution opportune des responsabilités de l'ensemble des autorités, sans préjudice des procédures de contrôle renforcées établies permettant de lutter plus efficacement contre les irrégularités et, en conséquence, d'éviter les corrections financières, ainsi que l'interruption et la suspension des paiements; est préoccupé par les faibles taux de versement d'instruments financiers aux bénéficiaires, notamment compte tenu de l'objectif d'accroître l'utilisation de ces instruments; invite à cet égard les États membres, les autorités de gestion et les autres parties prenantes concernées qui utilisent ces instruments financiers à exploiter pleinement l'assistance technique offerte dans le cadre de la plateforme d'assistance technique pour les instruments financiers (FI-TAP) et de la plateforme de conseil pour l'utilisation d'instruments financiers innovants (fi-compass);

Urges the Commission to integrate the gender dimension into every policy as well as into all the EU programmes and projects falling under the Euro-Mediterranean Partnership or the European Neighbourhood Policy with a view to increasing women's participation in every type of activity, in particular by employing affirmative action programmes and the necessary financial and technical resources and by strengthening the procedures for informing and consulting NGOs where women's rights are concerned;
19. insiste pour que la Commission européenne intègre la dimension genre dans toutes les politiques ainsi que dans tous les programmes et projets de l'UE, dans le cadre du Partenariat Euro-Méditerranéen et de la Politique Européenne de Voisinage afin d'accroître la participation des femmes dans tous types d'activités, en ayant recours notamment à des programmes d'action affirmative et des moyens financiers et techniques adéquats, ainsi que le renforcement des procédures d'information et de consultation des ONG en ce qui concerne la dimension des droits des femmes;

The general objective is the definition and implementation by Mali of a migratory policy adapted to the regional and European policies and dynamics.
