Calls on all the States Parties to the Nagoya decisions to commit to the immediate implementation of the Strategic Plan 2010-2020 and the Decision on Marine and Coastal Biodiversity both in the respective countries and through international cooperation for the Mediterranean Sea, especially by promoting the mainstreaming of ecosystem services in domestic budgets;

The amendment adapts the Rules of Procedure to the Interinstitutional Agreement between the European Parliament and the Commission on procedures for implementing Council Decision 1999/468 EC laying down the procedures for the exercise of implementing powers conferred on the Commission, namely its paragraph 16. , where for the Regulatory procedure with scrutiny it is foreseen that the time-limit for scrutiny by the two branches of the legislature exceptionally starts to run when Parliament receives the final draft implementing measures in the language versions submitted to the members of the comitology- committee and not in all official languages.

The incorporation by the Reform Treaty of sub-national subsidiarity into the Community law for the policies of shared competence allows today territorial authorities to be more deeply involved in the decision-making process both for the design and the implementation of policies, as fully dignified partners to participate in achieving the Community objectives.
L’intégration, par le traité de réforme, du principe de subsidiarité infranationale dans le droit communautaire pour les matières à compétence partagée garantit aujourd’hui l’association plus étroite des autorités territoriales au processus décisionnel à la fois au niveau de l’élaboration et de la mise en œuvre des politiques, en tant que partenaires à part entière de la réalisation des objectifs de l’Union.

With reference to the simplified procedure, I have to stress that the implementation of legal requirements and transparency of decision-making by national authorities must be ensured.
