Met dit luik wordt uitvoering gegeven aan UN-resolutie 1612 van de Veiligheidsraad [...] "to establish a monitoring and reporting mechanism (MRM), managed by country-based task forces co-led by UNICEF and the highest UN representative in the country, to provide timely and reliable information on six grave children's rights violations: a) Killing or maiming of children b) Recruitment or use of children by armed forces or armed groups c) Attacks on schools or hospitals d) Rape or other sexual violence against children e) Abduction of children f) Denial of humanitarian access to children" De activiteiten die België financiert, richten zich op: - enerzijds functionerende MRM's en implementatie van actieplannen in CAR, Tsjaad, DRC, Myanmar, Filippijnen, Somalië, Zuid-Soedan; - en anderzijds een bijdrage voor het hoofdkwartier "to support functioning of MRM at all levels.
Le volet du programme consacré au mécanisme de surveillance est une réponse concrète à la résolution 1612 du Conseil de sécurité des Nations unies qui demande "to establish a monitoring and reporting mechanism (MRM), managed by country-based task forces co-led by UNICEF and the highest UN representative in the country, to provide timely and reliable information on six grave children's rights violations: a) Killing or maiming of children; b) Recruitment or use of children by armed forces or armed groups; c) Attacks on schools or hospitals; d) Rape or other sexual violence against children; e) Abduction of children; f) Denial of humanitarian access to children". La Belgique répartit les moyens alloués entre deux types d'intervention: - soutien à des mécanismes de surveillance efficaces et mise en oeuvre de plans d'action en RCA, Somalie, RDC, aux Philippines, au Myanmar et au Soudan du Sud; - appui au siège de l'Unicef pour la mise en place effective à tous les niveaux du MRM.

La COSAC souscrit à l'engagement de l'UE pour une réduction de 20 % des émissions de gaz à effet de serre d'ici 2020 et salue la volonté de l'UE de relever cet objectif à 30 % pour autant que d'autres pays développés s'engagent à atteindre des réductions d'émission comparables et que les pays en développement plus avancés sur le plan économique apportent une contribution adaptée à leur responsabilité et leurs capacités respectives.

– (EN) Nous avons voté contre cet accord parce qu’il vise à renvoyer des personnes dans un pays où, selon l’appel mondial de 2010-2011 du haut commissaire des Nations unies pour les réfugiés (HCRNU), quelque 212 000 personnes ont été déplacées à l’intérieur du pays pendant plus de 16 ans, sont en attente d’un toit et ont besoin de protection et de moyens pour devenir autonomes, où la violence à caractère sexuel et fondée sur le genre règne dans toutes les couches de la société et où les mauvais traitements de la police sont tolérés; il s’applique aussi aux anciens résidents d’Abkhazie et d’Ossétie du Sud qui n’ont pas de liens de facto avec la Géorgie; il n’inclut pas de sauvegardes strictes concernant la violation des droits fondamentaux et garantissant des normes d’accueil élevées, qui sont médiocres en Géorgie; des lacunes y sont relevées, ainsi que de nombreuses ambiguïtés qui pourraient être levées au sein du comité de réadmission mixte, dans lequel le Parlement n’a malheureusement pas voix au chapitre, alors que ce serait tout à fait légitime au vu de ses nouvelles compétences; il ne garantit pas suffisamment la protection des données à caractère personnel, qui peuvent être transmises à d’«autres instances» sans que le consentement de la personne concernée ne soit demandé.

In maart 2008 werden nog twee thematische bijeenkomsten gehouden: respectievelijk op 3 maart 2008 over “Sources of emission from the industry and energy sector and transport emissions at global level” (emissiebronnen uit de industrie- en energiesector en verkeersemissies op mondiaal niveau) en 26 maart 2008 over “How to engage other main actors - climate change, adaptation in third countries and global security” (Hoe andere belangrijke actoren te betrekken - klimaatverandering, aanpassing in derde landen en mondiale veiligheid).
Deux autres sessions thématiques ont eu lieu avant la fin du mois de mars 2008, l'une le 3 mars 2008 sur les "Sources d'émission du secteur de l'industrie et de l'énergie et les émissions liées aux transports au niveau mondial" et l'autre le 26 mars 2008 intitulée "Comment associer d'autres acteurs principaux - changement climatique, adaptation dans les pays tiers et sécurité mondiale".
