Ook de Commissie voor vrijheid van vereniging van de Internationale Arbeidsorganisatie oordeelde al herhaaldelijk dat de Belgische Staat totaal fout is bij de beoordeling van deze problematiek (zie onder andere besluit van 27 mei 1987, blz. 251, verslag International Labour Office, Official Bulletin, vol. LXX, verslag 251).
Le Comité pour la liberté d'association de l'Organisation internationale du travail a estimé, à plusieurs reprises, que l'État belge se trompe du tout au tout dans l'appréciation de cette problématique (voir, entre autres, la conclusion du 27 mai 1987, p. 251, rapport du Bureau international du travail, Bulletin officiel, vol.
