COSAC expresses its concern that the view of the Commission and the Council as to what constitutes a « draft legislative act » would exclude from the scrutiny of national Parliaments under Protocol (No 2) certain legislative acts which are legislative in substance and could raise issues of subsidiarity.

Finally, I am pleased to say that earlier this year the Commission published a report on women’s health, which contributes to raising awareness of the need for policies that are more responsive to gender concerns.
Enfin, je suis heureux de dire que la Commission a publié au début de l’année un rapport concernant la santé des femmes, qui contribue à la sensibilisation sur la nécessité de politiques qui répondent mieux aux préoccupations liées au genre.
