The regulation applies, pursuant to Article 1, to the design, production, maintenance and operation of aeronautical products and to personnel and organisations involved in design and maintenance, to personnel involved in the operation of aircraft, to the design and maintenance of airports and the relevant personnel, and lastly, to the ATM/ANS air traffic management and air navigation services (air traffic services, aviation meteorological services, aviation information services, communication, navigation and surveillance services).

(22a) The entry into force of this Regulation should be without prejudice to connections between regional airports and major hubs. It would therefore be useful to take the appropriate measures to ensure that remote, outermost and island airports are linked to major European hubs and hence to the worldwide air traffic network.

Requests the Commission to ensure the full implementation of Council Regulation (EEC) No 95/93on common rules for the allocation of slots at Community airports and to provide more guidance and clarification as regards the text; particularly insists on the need to ensure better coordination of, and matching between, the allocation of slots by Air Traffic Flow Management (ATFM) and the allocation of airport slots, more effective slot coordination committees and greater coordination of departures and arrivals, and additionally insists on the need to harmonise definitions, tolerances and the way airport and ATFM slots are awarded;
