Regards the amendment to Article 301 of the Penal Code, presented by the government to the parliament, as merely a first step towards a fundamental reform of that article as well as other articles of the Penal Code, and urges the government and the parliament to carry out this reform without delay so that none of the articles in question can any longer be used for the purpose of placing arbitrary restrictions on freedom of expression; deplores the fact that no progress has been achieved regarding freedom of expression, and that the number of persons prosecuted under legal provisions allowing for arbitrary restrictions on the expression of non-violent opinion has further increased in 2007; underlines that, once the urgently needed modification of Article 301 has been completed, further legislative and implementation steps will be required in order to ensure that Turkey fully guarantees freedom of expression and press freedom in line with the standards enshrined in the European Convention on Human Rights (ECHR);
