Recalls that all procedures must be adapted to minors, with due regard for their age, degree of maturity and level of understanding, and be sensitive to the needs of children, in line with the Council of Europe Guidelines on Child-Friendly Justice, and welcomes the activities of the Commission in promoting these guidelines; the views of the minor should be listened to and taken into account in all steps of the procedures, in cooperation with skilled and trained persons, such as psychologists, social assistants and cultural mediators;
19. rappelle que toutes les procédures doivent être adaptées aux besoins de l'enfant, en fonction de son âge, de son degré de maturité et de ses capacités de compréhension, conformément aux lignes directrices du Conseil de l'Europe sur la justice adaptée aux enfants, et salue les activités de la Commission pour promouvoir ces lignes directrices; ajoute que les avis des mineurs doivent être entendus et pris en considération à tous les stades des procédures, en coopération avec des personnes qualifiées et formées, comme des psychologues, des assistants sociaux et des médiateurs culturels;
