The primary objective of this text is to establish the legal base making it possible, by means of a single text, to implement practically all the epidemiological and monitoring measures, health policy and the ban on specified risk materials, as well as measures relating to the introduction on the market, the exchange, importation and exportation of live animals and their products.
Ce texte a pour objectif principal de créer la base juridique permettant de prendre, dans le cadre d'un texte unique, pratiquement toutes les mesures d'épidémio-surveillance, de police sanitaire et d'interdiction des tissus à risque, mais également celles relatives à la mise sur le marché, aux échanges, aux importations et aux exportations d'animaux vivants et de leurs produits.

These will include issues such as the following which fall within my own area of responsibility: weaknesses in traceability of animals, especially of sheep and pigs; animal transport and especially measures which allow live animals from different Member States to cross-contaminate one another; vaccination and whether there needs to be a departure from the current policy of 'no' to generalised vaccination and, if so, in what circumstances and in what conditions; sanitary controls on imports, bearing in mind that the existing EU provisions are adequate if respected, not only to keep out the virus but also to ensure public health requirements are fully and properly respected.
Il s'agit notamment des points suivants, qui relèvent de mon propre domaine de responsabilité : la fragilité de la traçabilité des animaux, surtout en ce qui concerne les ovins et les porcins ; le transport des animaux et notamment les modalités permettant une contamination croisée entre animaux vivants provenant de plusieurs États membres ; la vaccination, en particulier la question de savoir s'il faut s'écarter de la politique actuelle de non-vaccination généralisée et, si oui, dans quelles circonstances et à quelles conditions ; les contrôles sanitaires sur les importations, tout en sachant que les dispositions communautaires actuelles sont suffisantes si elles sont observées, non seulement pour empêcher l'implantation du virus mais aussi pour garantir le respect intégral des exigences définies en matière de protection de la santé publique.

ANNEX I Important measures taken in relation to BSE (a) Community measures (i) export ban on live animals from the UK to the other Member States with the exception of calves under six months under the condition that they are slaughtered before the age of six months (March 1990); (ii) export ban on specified offals (brains, spinal cord, thymus, tonsils, spleen and intestines) from the UK to the other Member States (April 1990); (iii) export of meat from the UK to the other Member States: - from animals under the age of 30 months: no restrictions (first measure 1 March 1990 - latest decision February 1995); - from animals over the age of 30 months coming from a herd with no case of BSE during the last six years: no restrictions (decisions as above); - from animals over the age of 30 months coming from a herd with a case of BSE during the last six years: to be accompanied by a health certificate stating "fresh deboned bovine meat in the form of muscle from which the adherent tissues, including obvious nervous and lymphatic tissues, have been removed" (decisions as above); (iv) ban in the Community on the feeding of mammalian protein to ruminants (June 1994); (v) tightening of rules on rendering of ruminant waste in order to inactivate the BSE agent (June 1994) (b) UK measures: (i) ban on the feeding of ruminant protein to ruminants (July 1988); (ii) ban on specified bovine offals (SBOs) (November 1989); ( i i i ) strengthening of the specified bovine offals ban (August 1995); (iv) ban on the feeding of mammalian protein to all farm animals (March 1996) (c) Member State level: - import ban on meat- and bone-meal from the United Kingdom (d) Community export ban on bovine animals, bovine meat and meat products, etc., and on mammalian-derived meat- and bone-meal from the UK to other Member States and third countries (March 1996).
