It is a wide ranging government bill that has a number of purposes: first, to streamline, consolidate and modernize the marine regulatory regime; second, to make Canadian ports more competitive, efficient and commercially oriented; third, to dismantle the bureaucratic and discredited Canada Ports Corporation resulting in the establishment of autonomous port authorities and the divestiture or closure of certain harbours and ports due to inefficiency and/or redundancy; fourth, to dismantle the ports police division of Canada Ports Corporation, shifting this responsibility to local and regional police forces; fifth, to commercialize the St. Lawrence Seaway through a joint venture with the U.S. seaway authorities; sixth, to commercialize various government ferry services and other infrastructure relating to maritime trade and transportation, including numerous Marine Atlantic operations; finally, seventh, to amend the federal Pilotage Act and amend and repeal other acts as a result in order to improve the cost effectiveness, efficiency and self-sufficiency of national pilotage services (1620 ) The Reform Party supports the general intent of Bill C-44.

The fourth framework programme will have the following priorities: - greater integration of national and Community RTD activities, in particular through better coordination of Member States' involvement in major international projects and better liaison with the research activities of various European organizations (ESA, CERN, etc.); - closer cooperation between Community RTD activities and Eureka activities, in particular on strategic projects combining the development of key technologies and market-orientated research; - within each area, greater focusing of RTD activities on a smaller number of problems and generic technologies with an impact on a number of different sectors, in particular in the area of industrial technologies and life sciences and technologies. For the first time there will be structured research in the transport sector and concerning problems relating to technology evaluation and societal issues; - better dissemination of research results, in particular to SMEs (networks, European infrastructure for the transfer of technologies, etc.) to try and remedy European businesses' inability to translate scientific breakthroughs into commercial successes.
Ainsi, ce IVème Programme Cadre visera en priorité à assurer : - une plus grande intégration des actions nationales et communautaires de RDT, notamment par une meilleure coordination de la participation des Etats membres aux grands projets internationaux, et une plus grande articulation des actions de recherche conduites par diverses organisations européennes (ESA, CERN, etc); - une coopération plus étroite entre les actions communautaires de RDT et celles menées dans le cadre d'EUREKA, notamment pour la réalisation de projets stratégiques combinant le développement de technologies clés et de recherches proches du marché; - une concentration accrue, à l'intérieur de chaque domaine, des actions de RDT sur un nombre réduit de problèmes et technologies génériques à impact multisectoriel, en particulier dans le domaine des technologies industrielles mais aussi dans celui des sciences et technologies du vivant; pour la 1ère fois des recherches seront menées de façon structurée dans le domaine des transports ainsi que sur des problèmes liés à l'évaluation de la technologie et à des questions de société; - une amélioration de la diffusion des résultats de la recherche, en particulier auprès des PME (réseaux, infrastructure européenne pour le transfert de technologies,etc), pour pallier à la faiblesse des entreprises européennes à transformer les percées scientifiques en réussites commerciales.
