Clearly the legislative implementation has had a positive impact particularly on the achievement of core aims of the Directive, such as a substantial and measurable improvement of the quality of postal services, the establishment of a harmonised minimum level of universal service and the introduction of a gradual and controlled opening of the postal market to competition.
