It is moved by the Honourable Senator Hubley that, pursuant to section 32 of the Financial Administration Act and section 7, chapter 3:06 of the Senate Administrative Rules, authority to commit funds be conferred individually on the chair, the deputy chair and the clerk of the committee; and that, pursuant to section 34 of the Financial Administration Act and section 8, chapter 3:06 of the Senate Administrative Rules, authority for certifying accounts payable by the committee be conferred individually on the chair, the deputy chair and the clerk of the committee.

Item No. 8 relates to the authority to commit funds and certify accounts, that under section 32 of the Financial Administration Act, and section 7, chapter 3:06 of the Senate administration rules, authority to commit funds be conferred individually on the chair, the deputy chair and the clerk, and that pursuant to section 34 of the Financial Administration Act and section 8, chapter 3:06 of the Senate administrative rules, authority for certifying accounts payable by the committee be conferred individually on the chair, the deputy chair and the clerk.

– (PT) Since this proposal does not entail any additional expenses, but only clarification of the appropriations for administrative and operational expenses, making section III of the budget more specific and accurate, I echo the rapporteur in voicing my approval of the Council’s decision.

2. Reaffirms its position taken in its decision of 25 April 2002 on discharge in respect of the financial year 2000 that "[...] the European Parliament and the Council have not, in the past, scrutinised the implementation of their respective sections of the budget; considers that in view of the increasingly operational nature of expenditure, financed under the Council's administrative budget, in the fields of foreign affairs, security and defence policy, and justice and home affairs, the scope of this arrangement should be clarified with a view to distinguishing traditional administrative expenditure from operations in these new policy areas”;
2. réaffirme la position qu'il a prise dans sa décision du 25 avril 2002 sur la décharge pour l'exercice 2000, selon laquelle "[.] par le passé, le Parlement européen et le Conseil n'ont pas procédé à la vérification de leurs sections respectives du budget; estime, compte tenu de la nature sans cesse plus opérationnelle des dépenses – financées au titre du budget administratif du Conseil – réalisées dans le domaine des affaires étrangères, de la politique de sécurité et de défense ainsi que de la justice et des affaires intérieures, qu'il convient de clarifier le champ de l'accord en la matière en vue de faire la distinction entre les dépenses administratives traditionnelles et les opérations dans ces nouveaux domaines politiques";
