The EU and its Member States should also be among the frontrunners in promoting global responsibility-sharing based on the Geneva Refugee Convention and in close cooperation with the UNHCR, other relevant agencies and non-EU countries.

1. The present Convention shall be open for signature until 15 January 1973 at the Office of the United Nations at Geneva and subsequently from 1 February 1973 until 31 December 1973 inclusive at the Headquarters of the Organization at London by all States Members of the United Nations or Members of any of the Specialized Agencies or of the International Atomic Energy Agency or Parties to the Statute of the International Court of Justice, and by any other State invited by the General Assembly of the United Nations to become a Party to the present Convention.

La présente Convention sera ouverte, jusqu’au 15 janvier 1973, à l’Office des Nations Unies à Genève, puis du 1 février 1973 au 31 décembre 1973, inclusivement, au siège de l’Organisation à Londres, à la signature de tous les États Membres de l’Organisation des Nations Unies ou membres de l’une de ses institutions spécialisées ou de l’Agence internationale de l’énergie atomique, ou Parties au Statut de la Cour internationale de Justice, et de tout autre État invité par l’Assemblée générale de l’Organisation des Nations Unies à devenir Partie à la présente Convention.

As soon as possible the above-mentioned information shall be forwarded to the information bureau described in Article 122 of the Geneva Convention relative to the Treatment of Prisoners of War of August 12, 1949, which shall transmit this information to the Power on which these persons depend through the intermediary of the Protecting Power and of the Central Prisoners of War Agency.
Dans le plus bref délai possible, les renseignements mentionnés ci-dessus devront être communiqués au bureau de renseignements visé à l’article 122 de la Convention de Genève relative au traitement des prisonniers de guerre du 12 août 1949, qui les transmettra à la Puissance dont dépendent ces prisonniers, par l’intermédiaire de la Puissance protectrice et de l’Agence centrale des prisonniers de guerre.

The International Committee of the Red Cross shall, if it deems necessary, propose to the Powers concerned the organization of such an Agency, which may be the same as that provided for in Article 123 of the Geneva Convention relative to the Treatment of Prisoners of War of August 12, 1949.
