Visiting Grenoble today, Michel Barnier, Member of the Commission in charge of regional policy, announced that the Commission had approved an urban regeneration programme for the conurbation.

The area eligible under this programme has a population of approximately 2.6 million (65% of the regional population) which breaks down into four major areas: the conurbation of Lille (with its two highly urbanized employment areas of Roubaix-Tourcoing and Lille), the Coast region (with its four coastal employment areas of Dunkirk, Calais, Boulogne and Etaples-Montreuil), a coal-mining region (Lens and Béthune) and the Cambrésis district.

The eligible area is located in the departement of Upper-Rhine, which has approximately 174 000 inhabitants or 10.5% of the regional population, divided into the employment areas: a) 12 communes in the potash-mining area; b) Mulhouse and conurbation; and c) the communes in the valleys of the Vosges.
