The project involves the drafting of projects, execution of works and the maintenance and preservation of signalling and fixed telecommunications systems, centralised traffic control, civil defence and security, train protection systems, mobile GSM-R telephony and infrastructure for High-Speed Line public mobile telephone operators.
Le projet comprend les études, la réalisation des travaux et l’entretien et la maintenance des équipements de signalisation, de télécommunication fixe, de contrôle centralisé du trafic, de protection civile et de sécurité, de protection des trains et de téléphonie mobile (norme GSM-R), ainsi que de l’infrastructure pour les opérateurs publics de téléphonie mobile de la LGV.

The Commission considers that the initial fee distorts competition in favour of Telefónica and gives the Spanish Government three months to inform the Commission on the steps it will take to secure equal conditions for GSM operators on the market.
La Commission estime que ce montant initial est de nature à fausser la concurrence en faveur de Telefónica et donne trois mois au gouvernement espagnol pour lui communiquer les mesures qu'il prendra pour assurer la parité de conditions entre les opérateurs GSM sur le marché.

The Commission has indeed requested that the Italian authorities take the necessary steps to abolish the distortion of competition resulting from the initial payment imposed on Omnitel Pronto Italia and to secure equal conditions for all operators of GSM radiotelephony by the following means: - a requirement that Telecom Italia make an identical payment; or - the adoption, after receiving the agreement of the Commission, of corrective measures equivalent in economic terms to the payment made by the second operator The Commission recognises and supports the significant progress already made in Italy in this latter context, with the recent submission of draft legislation to the Italian Parliament for fundamental regulatory reform of the Italian telecoms market.
La Commission demande aux autorités italiennes de mettre fin, en effet, à ce qu'elle juge être une distorsion de concurrence, en raison du "droit d'entrée" - en l'occurence 750 milliards de LIT - que doit acquitter le deuxième opérateur GSM en Italie. La Commission veut que des conditions equitables soient rétablies : - soit en exigéant un paiement similaire de la part du premier opérateur GSM; - soit, après accord de la Commission, en adoptant des mesures correctives équivalantes, en termes économiques, au paiement effectué par le second opérateur.
