5. In order to take account of technical developments on financial markets and to ensure uniform application in the Community of this Directive, the Commission shall, in accordance with the procedure referred to in Article 21(2), adopt implementing measures concerning the dissemination of advertisements, notices, posters announcing the intention to offer securities to the public or the admission to trading, before the prospectus has been made available to the public or before the opening of the subscription. These implementing measures shall be adopted by the Commission within 180 days after the entry into force of this Directive.
5. Afin de tenir compte des évolutions techniques sur les marchés financiers et de garantir une application homogène de la présente directive, la Commission adopte, selon la procédure visée à l'article 21, paragraphe 2, des règles de mise en œuvre concernant la diffusion, avant que le prospectus n'ait été mis à la disposition du public ou que la souscription n'ait été ouverte, d'annonces, avis et affiches annonçant l'intention d'offrir des valeurs mobilières au public ou de les faire admettre à la négociation, dans les 180 jours suivant l'entrée en vigueur de la directive.

The dissemination of advertisements, notices, posters announcing the intention to offer securities to the public or the admission to trading, before the prospectus has been made available to the public or before the opening of the subscription shall also comply with technical rules laid down in accordance with the procedure referred to in Article 22(2). These technical rules shall be adopted by the Commission within 180 days after the entry into force of this Directive.
