"2. Within the amount referred to in Annex IV, the Commission shall fix the maximum amount available to each Sugar Protocol country for financing the actions referred to in paragraph 1 on the basis of the needs of each country, related in particular to the impact of the reform of the sugar sector in the country concerned and to the importance of the sugar sector to the economy.
2. Dans les limites du montant visé à l'annexe IV, la Commission fixe le montant maximum disponible pour chaque pays signataire du protocole sur le sucre pour le financement des actions visées au paragraphe 1 en fonction des besoins de chaque pays, compte tenu notamment de l'incidence de la réforme du secteur du sucre dans le pays concerné et de l'importance du secteur du sucre dans l'économie.

1a. The common organisation of the markets in the sugar sector shall seek to pursue the objectives set out in Article 33 of the Treaty, and notably to stabilise the markets, to increase the market orientation of the Community sugar regime and to ensure a fair standard of living for the agricultural community within the sugar sector.
1 bis. L'organisation commune des marchés dans le secteur du sucre vise à réaliser les objectifs énoncés à l'article 33 du traité, et notamment à stabiliser les marchés, à accentuer l'orientation vers le marché du régime communautaire du sucre et à assurer un niveau de vie équitable à la population agricole dans le secteur du sucre.

Article 2a Support measures for employees in sugar farming and the sugar industry As a consequence of reduced market support in the sugar sector, the restructuring aid also needs to be used to finance support measures for employees in sugar farming as well in the sugar industry. Those measures must be such as to help them to find new opportunities.
Par suite d'une réduction du soutien au marché dans le secteur du sucre, il est aussi nécessaire que l'aide à la restructuration serve à financer des mesures de soutien aux salariés dans la culture de la betterave et de la chicorée comme dans l'industrie du sucre. Ces mesures doivent les aider à trouver de nouvelles possibilités d'emploi.

(1) In order to work properly, the common agricultural policy requires a common organisation of the markets in the sugar sector covering, in particular, sugar and isoglucose and insulin syrup, which are liquid substitutes for sugar.
