Honourable senators, I want to make the point, in anticipation of some argument from the other place, or even a point of order here, which I think materialized in Senator Carstairs' intervention, that while the Royal Recommendation is necessary for a charge upon the treasury, and while obviously it does not lie with a private member of this house or the other House to introduce a tax measure or to increase a tax, there are a number of things that can be done in the context of a bill of this kind that are perfectly in order, and perfectly consistent with both the constitutional and parliamentary tradition and practice in this Parliament.
Honorables sénateurs, en prévision de ce que pourrait soutenir l'autre endroit ou même de la possibilité d'un recours au Règlement ici même, qui s'est, je crois, concrétisée avec l'intervention du sénateur Carstairs, je tiens à souligner que, même si la recommandation royale est nécessaire pour qu'un montant soit prélevé sur le Trésor, et bien qu'il n'appartienne manifestement pas à un sénateur ou à un député de présenter une mesure fiscale ou de hausser un impôt, on peut adopter, dans le contexte d'un projet de loi semblable, bon nombre de mesures qui sont parfaitement recevables et qui concordent parfaitement avec la tradition et la pratique constitutionnelles et parlementaires.
