Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. Definition: Arises as a delayed or protracted response to a stressful event or situation (of either brief or long duration) of an exceptionally threatening or catastrophic nature, which is likely to cause pervasive distress in almost anyone. Predisposing factors, such as personality traits (e.g. compulsive, asthenic) or previous history of neurotic illness, may lower the threshold for the development of the syndrome or aggravate its course, but they are neither necessary nor sufficient to explain its occurrence. – (FR) Mr President, we are dealing with a text which, from a technical and legal point of view, is of great practical importance, because it is actually about preserving the possibilities for recourse for candidates for public contracts by establishing a period suspending the awarding of the contract, in other words a period between the contract being awarded and the contract being signed, in order to enable unsuccessful candidates to lodge an appeal, in the knowledge that it is much better to try to object to a contract being signed than to win damages once the contract had been signed. This proposal also establishes effective measures for combating the illegal direct awarding of contracts.

These are measures that, in addition to the emergency programme put forward by the Government, designed to return four million displaced people to their home regions, to reintegrate the 150 thousand demobilised soldiers and ex-combatants and to rehabilitate 100 thousand people who have been mutilated and 50 thousand children orphaned by the war, make up the basic framework for launching the country into a new era.

It replaces the previous cooperation agreement signed in Rabat on 25 April 1976. Following as it does the signing of agreements with Tunisia and Israel, the Agreement in question is the third Euro-Mediterranean association agreement concluded with a Mediterranean third country as part of the 'new Mediterranean policy' (NMP) established at the Essen European Council held on 9 and 10 December 1994 and the Cannes European Council held on 26 and 27 June 1995 which granted financial assistance of ECU 4 685 million for the period 1995-1999. The aim was to support the economic reforms and the process of opening up and structural renewal under way in the Mediterranean countries in question, instituting a genuine partnership by means of regional cooperation.
