The weaknesses that had come to light in the 'Youth for Europe' programme were mainly lack of coordination between the national agencies, complex structures (application forms, reports, methods of payment) and significant regional differences in the implementation of the programme. The weaknesses identified in the EVS were the inordinately long time – up to four months – taken to process centralised projects implemented at European level and the role of the organisations sending volunteers abroad, which had not been fully developed.
Au nombre des points faibles mis en lumière dans le cadre du programme "Jeunesse pour l'Europe", il convient en premier lieu de citer un manque de coordination entre les Agences nationales, la complexité des structures (formulaires de demande, rapports, modalités de paiement), les importants écarts accusés sur le plan régional par la mise en œuvre du programme, la longueur des délais (pouvant aller jusqu'à 4 mois) nécessaires au SVE pour examiner des projets centralisés mis en œuvre à l'échelle européenne, ainsi que le rôle dévolu aux organisations d'envoi, et qui pourrait être encore développé.
