Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Pursuant to Article 1(1) of Protocol 3 on ACP sugar (hereinafter referred to as the ACP Protocol) attached to Annex V to the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States, of the one part, and the European Community and its Member States, of the other part, signed in Cotonou on 23 June 2000 (2) (hereinafter referred to as the ACP-EC Partnership Agreement), and Article 1(1) of the Agreement between the European Economic Community and the Republic of India on cane sugar (3) (hereinafter referred to as the Agreement with India), the Community undertakes to purchase and import, at guaranteed prices, specific quantities of cane sugar which originate in the ACP States and India respectively and which those States undertake to deliver to it.

[15] In addition to CFP financial instruments other support may be provided by instruments such as PROEURINVEST (an EU-ACP partnership programme for the promotion of investment and technology flows in the ACP countries), ESIP (an EU-SADC Investment Programme) which is complementary and closely co-ordinated with PROEURINVEST, or the Investment Facility (jointly monitored by the EIB and the Commission) may encourage and support investments and inter-enterprise co-operation agreements in the fishing industry in ACP countries, by raising the quality of local production and exports or by providing adequate resources for investment financing.

Council Regulation (EC) No 1085/2006 (4) established an Instrument for Pre-Accession Assistance (IPA), Regulation (EC) No 1638/2006 of the European Parliament and of the Council (5) established a European Neighbourhood and Partnership Instrument, Regulation (EC) No 1905/2006 of the European Parliament and of the Council (6) established a financing instrument for development cooperation, Council Regulation (EC) No 1934/2006 (7) established a financing instrument for cooperation with industrialised and other high-income countries and territories and the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States and the European Community and its Member States, signed in Cotonou on 23 June 2000 (8) (the ACP-EC Partnership Agreement) and the Internal Agreement establishing the financing of Community aid under the multiannual financial framework for the period 2008 to 2013 in accordance with the ACP-EC Partnership Agreement and the allocation of financial assistance for the Overseas Countries and Territories to which Part Four of the EC Treaty applies (9) (Internal ACP-EC Agreement), govern the European Development Fund.

No other bilateral or multilateral official development assistance budget had been increased by so much in recent years (e.g. the outcome of the latest discussions on the ninth three- yearly replenishment of IDA resources. Official development assistance and private investment Oda was, of course, an essential factor in the development of the ACP countries. Nevertheless, it was a relatively minor component. Development necessarily meant the creation of a self-supporting economy, to which the private sector had an essential contribution to make. The challenge the ACP countries were facing, against the background of changes in the international economic scene, was the need to attract productive investment in spite of growing worldwide competitiveness. The ACP countries's debt to the Community Mr Marin personally undertook to make a more de tailed examination of the problem of ACP indebtedness towards the Community. The Commission now possessed the basic data relating to the problem and would soon be able to put forward a proposal aimed at wiping out the debt recycling funds under Lomé IV. Implementation of the Lomé Convention The capacity to absorb aid presented a very real problem. No more than about 19% of the sum available under Lomé III had actually been paid out (while 76% had been committed).
